Title

Substitute resolution relating to a parking study of the greater downtown area and appropriating funds for this purpose.

 

Analysis

This resolution directs the Department of City Development (DCD) to prepare a study to determine needs for parking and investment in public parking facilities in the greater downtown area in conjunction with the updating of the Downtown Plan. The resolution also directs the Department of Public Works to reimburse DCD up to $30,000 for costs related to preparing the study with funds from the 2008 Parking Fund budget.

 

Body

 

Whereas, Determining the needs for parking and investment in public parking facilities should be a component of planning for Downtown and the greater downtown area; and

 

Whereas, The Department of City Development (DCD) completed the Downtown Plan in 1999 and the 2008 Budget includes funding to amend (update) the Downtown Plan; and

 

Whereas, The Department of Public Works’ Parking Fund is responsible for the City of Milwaukee’s parking activities, including City-owned parking lots and structures; and 

 

Whereas, It would be beneficial to both DCD’s and the Parking Fund’s planning activities for DCD to prepare a study to determine needs for parking and investment in public parking facilities in the greater downtown area in conjunction with the updating the Downtown Plan; and

  

Whereas, The Department of City Development has submitted a scope of work and a map for a study to determine needs for parking and investment in public parking facilities in the greater downtown area for the Common Council’s review,  copies of which are attached to this Common Council File as Exhibit A; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of City Development is directed to prepare a study to determine needs for parking and investment in public parking facilities in the greater downtown area in conjunction with the updating of the Downtown Plan, including entering into contracts with qualified planning consultants in accordance with City procedures: and, be it

 

Further Resolved, The Department of Public Works is directed to reimburse DCD  up to $30,000, with funds from the 2008 Parking Fund budget, for costs related to preparing a study of parking and investment in public parking facilities in the greater downtown area.
