Minutes note: Ken Barbeau, HACM’s Interim Secretary-Executive Director, updated the Board on the flood damage at Northlawn and other HACM locations. He reported that Northlawn experienced extensive storm damage, with water levels rising high enough to require the replacement of water heaters and furnaces. HACM is currently installing new furnaces in preparation for the rapidly approaching winter season. Mr. Barbeau explained that the purchase order had to be increased because DMJ Services LLC, dba Action Heating, Cooling and Plumbing, is bringing in subcontractors to handle the large volume of furnace installations. While HACM received sufficient insurance funds to cover the costs, the furnaces needed to be purchased immediately due to the urgency of the situation, and staff could not wait for the next Board meeting for approval. This item is now being presented to the Board for approval. Commissioner Moore asked how much insurance coverage HACM has on those high-end mechanical Items. Mr. Barbeau stated that there is flood insurance at Northlawn and Berryland. However, regarding Westlawn, because it is in a flood plain, he was not sure and will check if that development has insurance.

Body

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) solicited competitive pricing for Furnace Repair and Installation for Various Locations and awarded the work to DMJ Services LLC (dba Action Heating Cooling and Plumbing), the lowest responsive and responsible bidder; and

 

WHEREAS, the Housing Authority of the City of Milwaukee is qualified to “piggyback” off its own purchase order 868, where bidding procedure were conducted in compliance with the requirements of local, state and federal regulations; and

 

WHEREAS, the original award amount of $50,000 fell under the threshold of $250,000.00 above which approval by the HACM Board of Commissioners is required, and, therefore, said award was not presented to the board for approval at that time; and

 

WHEREAS, the flooding of August 9, 2025 required extensive emergency installations for the health and safety of the residents within a short turnaround time, prior to this HACM Board Meeting, so work has proceeded and the purchase order’s change order is being brought to the HACM Board of Commissioners as soon as was practicable; and

 

WHEREAS, the funds for these services will come from Insurance Claim Proceeds, and,

 

WHEREAS, the new purchase order amount of $600,000 not-to-exceed now exceeds the aforementioned $250,000.00 threshold, and, therefore, requires approval by the HACM Board of Commissioners; now therefore, be it,

 

RESOLVED, by the Board of Commissioners of the Housing of the City of Milwaukee that it hereby authorizes a cumulative change order totaling $600,000 not-to-exceed to be added to Purchase Order 868 with DMJ Services LLC (dba Action Heating Cooling and Plumbing); and its subcontractor, Affordable Heating and Air Conditioning, Inc. for emergency installation of furnaces at the Northlawn Development and various HACM locations, be it

 

FURTHER RESOLVED, that the proper officers of HACM be and hereby are authorized and directed to properly execute a cumulative change order to said purchase order for and on behalf of HACM; and, be it

 

FURTHER RESOLVED, that if any extensions of the time of performance are needed, the officers of HACM may approve such request without any further action of the Board of Commissioners of HACM.; and, be it

 

FURTHER RESOLVED, that all acts previously performed relative to this matter by the proper officers of HACM and the Board of Commissioners of HACM be and hereby are approved, ratified, and confirmed in all respects.
