-Analysis-
This resolution requests the Mayor to invite the City
of Cap-Haitien to join with the City of Milwaukee in
establishing a sister city relationship.

BODY:
Whereas, Milwaukee is committed to a sister city
program that enhances global understanding,
encourages mutual education, develops cultural
exchanges and increases economic development
opportunities; and
Whereas, The Common Council established criteria
for the selection of sister cities for the City;
and
Whereas, A special committee of Wisconsin Task
Force on Haiti has been established to develop
a sister city relationship between Milwaukee and
the City of Cap-Haitien; and
Whereas, Representatives from Cap-Haitien as
well as the Wisconsin Task Force on Haiti have
submitted documentation attached to this file,
in accordance with the Council guidelines
demonstrating that:
a. A logical area of mutual interest and
involvement exists between Cap-Haitien and
Milwaukee in the areas of shared cultural
experience and business.
b. There are similarities between the cities
in the areas of geography, economy and other
aspects.
c. There exists evidence of strong local
community and private business support for
this prospective sister city relationship in
order to assure a strong financial base and
interest in exchanges.
d. There will be consultation and communication
between the two cities during the process of
establishing a sister city relationship; now,
therefore, be it
Resolved, By the Common Council of the City of
Milwaukee, that the establishment of a sister
city relationship between the City of Milwaukee,
Wisconsin, U.S.A. and Cap-Haitien, Haiti, West
Indies is authorized; and, be it
Further Resolved, That the Mayor of the City
of Milwaukee is requested to invite the City
of Cap-Haitien to join with the City of
Milwaukee in establishing a sister city
relationship between said cities.
