Title

Substitute resolution amending Common Council File Number 100626 relating to the duties of the Bronzeville Advisory Committee.

Analysis

This resolution amends Common Council Resolution File Number 100626, adopted on September 20, 2010, relating to the duties of the Bronzeville Advisory Committee by adding the following duties:

1. Review and provide input on the Request for Proposals (RFP) process, issuance, submittals, and applications.

2. Review all RFPs.

3. Review all City-owned land sales within the Bronzeville Boundaries in broad general terms. The level and manner of review shall be on a case-by-case basis and subject to the discretion of the Committee. Individual residential property sales are exempt from this review.

4. Conduct community meetings offsite in Bronzeville for purposes of gathering input from the community.

5. Review and provide input on the Bronzeville Redevelopment Plan. The Plan, including all exhibits and elements that make up the Plan shall be reviewed for implementation and impacts every five years, starting in 2020. The Committee shall submit its suggestions and recommendations to the Common Council member representing Bronzeville and to the Redevelopment Authority.

6. Work with the Department of City Development, Department of Neighborhood Services, and any other relevant stakeholders or City departments to review and provide input on signage and murals in Bronzeville.

 

The resolution also authorizes the Committee to work with local groups and artists to board up vacant properties in an artistic manner.

 

This resolution further amends CCFN 100626 to expand the area under the purview of the Bronzeville Advisory Committee to include the entire area bounded by West Burleigh Street, West Walnut Street, North Dr. Martin Luther King, Jr. Drive, and North 7th Street.

Body

Whereas, On September 21, 2010, the Common Council adopted Resolution File Number 100626, creating a Bronzeville Advisory Committee; and

 

Whereas, File Number 100626 assigned the Bronzeville Advisory Committee the task of reviewing all plans and proposals for redevelopment in the Bronzeville Cultural and Entertainment District for consistency with the goals, needs and desires of the Bronzeville Community and its residents, businesses, property owners and other stakeholders, and forwarding its recommendations to the Redevelopment Authority; and

 

Whereas, The Bronzeville Cultural and Entertainment District was established by Resolution File Number 041531, adopted by the Common Council on May 20, 2005, and delineated by File Number 041531 as the area bounded roughly by West Meinecke Avenue, West Garfield Avenue, North 4th Street, and North 7th Street; and

 

Whereas, Since the adoption of Files 041531 and 100626, the Bronzeville District and community has grown to include areas beyond the boundaries of the North 7th Street - West Garfield Avenue redevelopment area and is now considered to include the entire area bounded by West Burleigh Street, West Walnut Street, North Dr. Martin Luther King, Jr., Drive, and North 7th Street; and

 

Whereas, The Bronzeville Advisory Committee recommends the establishment of additional details related to its duties; now, therefore, be it

                     

Resolved, By the Common Council of the City of Milwaukee, that Common Council Resolution File Number 100626, adopted September 21, 2020, relating to the creation of the Bronzeville Advisory Committee, is amended by amending the last “Whereas” clause to insert the underlined language as follows:

 

Whereas, To ensure that the decisions of the Redevelopment Authority >>and other relevant City decision-making bodies<< reflect the perspectives, interests and desires of businesses, property owners, residents and other stakeholders of the Bronzeville District, it is essential that all development proposals also be reviewed by an advisory body composed of individuals who are intimately familiar with Bronzeville; now, therefore, be it

 

; and, be it

 

Further Resolved, That Common Council Resolution File Number 100626, is amended by removing the third “Further Resolved” clause and by inserting the following “Further Resolved” clauses after the last “Further Resolved” clause:

 

Further Resolved, That the Bronzeville Advisory Committee shall, in addition to reviewing plans and proposals for redevelopment in the district established by File Number 041531 and forwarding recommendations to the Redevelopment Authority, review plans and proposals for all redevelopment projects in the area bounded by West Burleigh Street, West Walnut Street, North Dr. Martin Luther King, Jr. Drive and North 7th Street for consistency with the goals, needs, and desires of the Bronzeville community and its residents, businesses, property owners and other stakeholders; and, be it

 

Further Resolved, That the Bronzeville Advisory Committee may advise the Common Council, the Board of Zoning Appeals, the City Planning Commission, and other appropriate City officials on development proposals within the area bounded by West Burleigh Street, West Walnut Street, North Dr. Martin Luther King, Jr. Drive and North 7th Street.

 

Further Resolved, That the Advisory Committee shall have the following additional duties:

 

1. To review and provide input on the Request for Proposals (RFP) process, issuance, submittals, and applications.

2. To review all RFPs.

3. To review all City-owned land sales within the area bounded by West Burleigh Street, West Walnut Street, North Dr. Martin Luther King, Jr. Drive, and North 7th Street. Further Resolved, That the Advisory Committee is authorized to work in conjunction with Bronzeville area organizations to seek public and private funding for activities impacting Bronzeville and residents and have input on how funds are used; and, be it

 

Further Resolved, That any public or private development or major initiatives happening in or adjacent to the Bronzeville District shall make a presentation to the Advisory Committee to, at minimum, provide information about the project; and, be it

 

“Further Resolved, That the City Clerk’s Office shall provide clerical support to the Advisory Committee; and, be it

 

Further Resolved, That the Department of City Development shall provide staff or secretarial support to the Advisory Committee; and, be it.
