Title
A substitute ordinance to further amend the 2024 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration (Environmental Collaboration Office), City Attorney, Department of City Development, Department of Employee Relations, Fire Department, Health Department (Office of the Commissioner and Health Administration; Clinical Services Division; Environmental Health Division; Policy, Innovation & Engagement Division), Library, Police Department

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Administration, Environmental Collaboration Office”, add one position of
“Environmental Sustainability Program Coordinator (E)” and add new footnote (E) to read as follows:
“(E) United States Department of Agriculture Compost and Food Waste Recovery (CFWR) Position Authority for the Environmental Sustainability Program Coordinator to expire if grant funding is discontinued on August 30th, 2026, unless the CFWR agreement is extended”.
Under “Health Department, Office of the Commissioner and Health Administration, Finance & Administration”, add footnote designation (PHI) to one position of “Grant Budget Specialist”.
Under “Policy, Innovation & Engagement Division”, add new footnote (CFWR) to read as follows:
“(CFWR) Position will provide .10 FTE for each of two years as match for the Compost and Food Waste Reduction cooperative agreement through May 30, 2026 unless the agreement is extended by USDA.”
Under “Planning and Research”, add footnote designations (PHI) and (CFWR) to one position of “Public Health Strategist (X)(Y)(SNP)(CDD)” and one position of “Public Health Strategist (RG)(X)(Y)”.
Under “Clinical Services Division, Laboratory”, remove footnote designation (LAMD) from and add footnote designation (PHI) to one position of “Biothreat Coordinator (LAMD)”.
Part 2. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2024 - February 18, 2024):
Under “Department of City Development, General Management and Policy Development Decision Unit, Housing Development”, delete one position of “Real Estate Specialist (RG)” and add one position of “Real Estate Development Specialist (RG)”.
Part 3. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2024 - April 14, 2024):
Under “City Attorney, Docket Unit”, delete one position of “Docketing Specialist - Senior” and add one position of “Docketing Coordinator”.
Under “Department of Employee Relations, Operations Division, Auxillary Positions”, delete one position of “Human Resources Representative (ERP)”, delete one position of “Human Resources Assistant (ERP)”, and add two positions of “HRIS Auditor (ERP)”.
Under “Fire Department, Support Bureau, Construction and Maintenance Division”, delete two positions of “Youth Apprentice (0.5 FTE)” and add two positions of “Youth Fleet Apprentice (0.5 FTE)”.
Under “Health Department, Clinical Services Division, Sexual & Reproductive Health”, delete one position of “Public Health Nurse Supervisor (X)” and add one position of “Public Health Nurse Senior (X)”.
Under “Health Department, Environmental Health Division, Home Environmental Health”, delete one position of “Lead Project Assistant (X)(CDLD)(HUDL)” and add one position of “Lead Enrollment Coordinator (X)(CDLD)(HUDL)”; delete two positions of “Home Environmental Health Inspector 4 (X)(HUDL)” and add two positions of “Housing Compliance Officer 1 (X)(CDLD)(HUDL)”; delete two positions of “Home Environmental Health Inspector 4 (X)(CDLD)(HUDL)” and two positions of “Lead Project Inspector 1 (X)(CDLD)(HUDL)”.
Under “Library, Administrative Services Decision Unit, Public Services and Strategic Initiatives Division”, add one position of “Civic Engagement Services Manager (X)” and add five positions of “Temporary Community Education Assistant (X)”.
Under “Communications and Marketing Division”, delete one position of “Community Relations and Engagement Director (X)(Y)” and delete five positions of “Temporary Community Education Assistant (X)”.
Under “Police Department, Office of the Chief”, delete one position of “Community Relations and Engagement Director” and add one position of “Community Relations, Engagement and Recruitment Director”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2024 (February 18, 2024).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 9, 2024 (April 14, 2024).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
