Analysis

Resolution relative to the cost participation and installation of traffic control signal improvements on South Cesar Chavez Drive from West Greenfield Avenue to West National Avenue under a Highway Safety Improvement Program project in the 12th Aldermanic District at a total estimated cost of $149,739.22, with an estimated grantor share of $134,765.30, and an estimated City share of $14,973.92, and to install these improvements upon execution of the agreement. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total estimated cost of the entire project is $149,739.22, with a grantor share of $134,765.30 and a City share of $149,973.92.

Body

Whereas, The Project Agreement for the installation of traffic signal improvements under the 2010 Highway Safety Improvement Program (HSIP) was approved by the Common Council under File Number 040020; and

 

Whereas, The HSIP is intended to reduce the number and severity of vehicle and pedestrian crashes; and 

 

Whereas, The intersection of South Cesar Chavez Drive and West Mineral Street meets federal warrants for signalization, and the installation of a new traffic control signal will provide a safer exchange of right-of-way at the intersection; and

 

Whereas, The installation of a High Intensity Activated Walk (HAWK) beacon to replace the pedestrian traffic control signal on South Cesar Chavez Drive south of West Scott Street will improve pedestrian and vehicular safety at the crossing as well as at the nearby signal at West Scott Street; and

 

Whereas, The total estimated cost of this project is $149,739.22 for traffic control signal improvements; and

 

Whereas, Ten percent of the participating costs, or $149,739.22, is not reimbursable and is included in the Division’s 2010 Capital Purpose Project/Grant Number ST320100000; and

 

Whereas, Ninety Percent of the participating project cost, or $134,765.30, is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2010 Capital Grant and Aids Projects Fund Project/Grant Number SP032100100; and

 

Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee  at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the contract with WISDOT for the installation of traffic control signal improvements under a Highway Safety Improvement Program project with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install and modify traffic control facilities at existing traffic control signals on South Cesar Chavez Drive from West Greenfield Avenue to West National Avenue, including the installation of a new traffic control signal at the intersection of South Cesar Chavez Drive and West Mineral Street and the installation of a HAWK beacon to replace the existing pedestrian traffic signal on South Cesar Chavez Drive south of West Scott Street; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten% increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
