Title

Substitute ordinance to further amend the 2007 rates of pay of offices and positions in the City Service under control of the Common Council.

 

Analysis

This substitute ordinance makes rates of pay changes to the rates of pay to the following: Department of City Development, Department of Employee Relations, Port of Milwaukee, Police Department, Department of Public Works, Treasurer.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 2 of ordinance File Number 060493 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2007 - December 31, 2006):

 

Under Salary Grade 003, delete the title “Management Services Adjuster.”

 

Under Salary Grade 005, add the title “Management Services Adjuster.”

 

Under Salary Grade 007, delete the titles “Customer Services Supervisor”  and “Revenue Collection Supervisor” and add the titles “Customer Services Manager” and Revenue Collection Manager.”

 

Under Salary Grade 008, add the titles “Youth Development Coordinator”, Accounting Manager-City Development” and “Port Facilities Supervisor.”

 

Under Salary Grade 012, add the title “Finance and Administration Manager.”

 

Part 2. Section 2 of ordinance File Number 060493 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Salary Grade 007, delete the title “Parking Financial Manager.”

 

 Under Salary Grade 009, add the title of “Parking Financial Manager.”

 

Part 3. Section 3 of ordinance File Number 060493 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2007 - December 31, 2006):

 

Under Pay Range 235, add the title “Electronic Technician Assistant.”

 

Part 4. Section 9 of ordinance File Number 060493 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2007 - December 31, 2006):

 

Under Pay Range 604, add the following at the end of the pay range:

 

" *  (1)  Employees holding a Wisconsin license as a Professional Engineer, Registered Land Surveyor, or Registered Designer, shall advance annually through the "M" steps in lieu of the college credit requirements stated below.

 

   (2)  Effective January 1, 1995, employees who complete at least one year of service in the fourth step of Pay Range 604 shall advance annually in the Pay Range 604 "M" steps on their anniversary date, provided they meet the following criteria:

 

                     "M”                     Step                                                               Criteria Needed

                     M-1 (sixth step)                                          30 credits or 8 years of service and 15 credits.

 

                     M-2 (seventh step)                                          45 credits or 10 years of service and 25 credits.

 

                     M-3 (eighth step)                                          60 credits or 12 years of service and 40 credits.

 

Credits allowed to meet the criteria for "M" step advancement shall be as provided for in the labor agreement between the City of Milwaukee and District Council 48, AFSCME."

 

Part 5. Section 10 of ordinance File Number 060493 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 621, delete the current biweekly rates of pay and the title “Parking Operations Assistant” and add the new biweekly rates of “$1,977.13, $2,063.29, $2,166.64, $2,253.31 and $2,343.44” and the title “Parking Operations Coordinator.”

 

Part 6.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 7. The provisions of Parts 1, 3 & 4 this ordinance are deemed to be in force and effect from and after Pay Period 1, 2007 (December 31, 2006).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 8.  This ordinance will take effect and be in force from and after its passage and publication.
