Analysis
This substitute resolution approves the expenditure of $9,800 from the Economic Development Committee Fund for Department of City Development staff attendance at the 2005 International Council of Shopping Centers Spring Convention in Las Vegas, Nevada on May 22-25, 2005, and to secure technical assistance and display space from the Kilduff Company, LLC.

Whereas, The 2005 International Council of Shopping Centers ("ICSC") Spring Convention will be held in Las Vegas, Nevada on May 22-25, 2005; and
Whereas, In 2004, the Economic Development Committee authorized the expenditure of $9,800 to secure technical assistance and presentation and display space from the Kilduff Company, LLC, in the amount of $7,500 and $2,300 for travel expenses for Department of City Development ("DCD") staff to attend the 2004 ICSC Spring Convention; and
Whereas, Contacts initiated at the 2004 ICSC Spring Convention led to retail projects that are currently under development in the City of Milwaukee ("City"); and
Whereas, Authorization of $9,800 for attendance at the 2005 ICSC Spring Convention will provide resources required for:
Attendance of DCD staff at the convention.
Technical assistance from the Kilduff Company, LLC, for establishment of industry-specific marketing materials for retail sites in Milwaukee.
Presentation and display of materials representing opportunities in Milwaukee neighborhoods in the Kilduff Company, LLC, booth located on the convention floor.
Assistance from the Kilduff Company, LLC, in securing appointments with specific retailers at the convention for development of Milwaukee sites.
Consultation with the Kilduff Company, LLC, for a period of two months before the convention and for a follow-up period of two months after the convention to obtain technical assistance to pursue retailers and facilitate real estate development projects with City representatives.

Whereas, The adopted 2005 City Budget provides funds in the Economic Development Committee Fund; and
Whereas, This Fund is to be used for the purposes of promoting the City's economic development programs, retaining industry and employers in the City and attracting new industry to the City; and
Whereas, An expenditure of $9,800 from the Economic Development Committee Fund for attendance at the 2005 ICSC Spring Convention for the purposes mentioned herein will help fulfill the purpose of said Fund; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that $9,800 is appropriated from the Economic Development Committee Fund (Account No. 0001-1310-S123-006300) to a separate Budget Line (Account No. 0001-1910-S123-006300) for attendance at the 2005 ICSC Spring Convention in Las Vegas, Nevada on May 22-25, 2005, for the purposes outlined herein.
