Resolution relating to application for, and acceptance, funding and expenditure of, a U.S. Department of Homeland Security Port Security Grant.
Analysis

This resolution approves a federal grant agreement between Port Milwaukee and the U.S. Department of Homeland Security (DHS). The grant will help the Port implement the Area Maritime Security Plan, facility security plan(s), and port-wide risk management efforts. The grant addresses vulnerabilities at Port Milwaukee identified by the Cybersecurity and Infrastructure Security Agency at DHS. The resolution also authorizes Port Milwaukee to accept, fund and expend the grant funds and to execute necessary documents.
Body

Whereas, Port Milwaukee strengthens the overall economic and social environment of the city of Milwaukee and the Great Lakes region by increasing international trade, business development, and job creation; and

Whereas, Port Milwaukee generates $100 million in local economic activity and regional business revenue annually through its ongoing commercial, cruise-ship and multimodal activity in Milwaukee; and

Whereas, Port Milwaukee is responsible for the maintenance, repair and replacement of its capital assets and transportation infrastructure; and

 

Whereas, Port Milwaukee capital assets and transportation infrastructure must be maintained and operated in a safe and secure fashion in accordance with local, state and federal requirements; and

 

Whereas, The City of Milwaukee appears to be eligible for a 2022 U.S. Department of Homeland Security (DHS) Port Security Grant; and

 

Whereas, The 2022 DHS Port Security Grant provides funding to local partners to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, improve port-wide maritime security risk management, and maintain and strengthen maritime security mitigation protocols that support port recovery and resiliency capabilities; and

 

Whereas, The Common Council previously reviewed vulnerabilities at Port Milwaukee identified by the Cybersecurity and Infrastructure Security Agency (CISA) at DHS as part of File Number 220027 on June 1, 2022; and


Whereas, The Port Security Grant will help upgrade and add equipment at Port Milwaukee to mitigate maritime security vulnerabilities, including in electronic security systems and illumination; and

 

Whereas; This DHS-funded project, which totals $1,157,500, will help address specific recommendations by CISA; and

 

Whereas, Of the total project funding, $868,125 (75%) will be provided by DHS (grantor share) and $289,375 (25%) will be provided in the Port 2023 Capital Budget (Port Security Upgrades); now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Port Milwaukee is authorized to apply for and accept DHS 2022 Port Security Grant funding in accordance with the terms of the attached Grant Agreement by and between the City and DHS without further Common Council approval unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant number for this project and to transfer the amounts to this project as follows:

Further Resolved, That Port Milwaukee is authorized to expend these funds for the specified purpose as indicated in the grant agreement; and, be it

 

Further Resolved, That the Municipal Port Director, as representative of the Board of Harbor Commissioners, is authorized to sign agreements, forms, claims, and other required documents binding upon the Board in connection with the application for, and acceptance of, this DHS 2022 Port Security Grant; and, be it

 

Further Resolved, That the proper City officials are directed to execute the enclosed Grant Agreement by and between DHS and Port Milwaukee on behalf of the City.
