Minutes note: Ken Barbeau, HACM’s Chief Operation Officer- Program Services, summarized two main changes made to the 2024 Agency Plan since the public hearing last month. The first change added 17 comments from a resident and HACM’s responses to them. The second change was to the Administrative Plan for the voucher program, which allows participants an additional 30-day extension for a unit search after the 120-day allotment has run out. Commissioners asked about the number of requests for extensions, timeframes for leasing, and unit inspections.

Resolution approving the submission of the Housing Authority of the City of Milwaukee’s 2024 Agency Plan to the U.S. Department of Housing and Urban Development

Body

 

WHEREAS, each year the Housing Authority is required to submit an Agency Plan to the U.S. Department of Housing and Urban Development (HUD) which includes the Annual PHA Plan (form HUD-50075-ST), the Admissions and Continued Occupancy Policy (ACOP), the Section 8 Administration Plan, and required HUD certifications; and

 

WHEREAS, the Agency Plan is prepared in accordance with a required template from HUD that sets forth the Housing Authority’s goals and objectives, policies and the resources anticipated to be available to support its Public Housing and Section 8 Voucher Program operations and related services for the next fiscal year; and

 

WHEREAS, the Agency Plan goals for 2024 include but are not limited to: implementing portfolio repositioning and Rental Assistance Demonstration conversion as deemed feasible; continuing the transformation of the Westlawn neighborhood; maximizing the utilization of Section 8 vouchers and improving voucher processes and procedures; maximizing occupancy in public housing at 96% or higher; and optimizing HACM’s organizational structure, policies and procedures to attain resiliency and sustainability; and

 

WHEREAS, the Resident Advisory Board (RAB) reviewed drafts of the 2024 Annual Agency PHA Plan, the Admissions and Continued Occupancy Policy (ACOP), and the Section 8 Administrative Plan, and provided feedback and recommendations at their meetings on July 11, 2023, July 13, 2023, July 17, 2023, July 19, 2023, and July 27, 2023; and

 

WHEREAS, HACM has considered the comments and recommendations from the RAB and residents and has attached those comments along with HACM’s responses to the plan itself and will include them in the submission of the documents to HUD; and

 

WHEREAS, HACM has also solicited written comments from the public and was required to conduct a public hearing, which took place September 13, 2023; and

 

WHEREAS, the Secretary-Executive Director recommends that HACM’s 2024 Agency Plan, the Admissions and Continued Occupancy Policy (ACOP), and the Section 8 Administrative Plan be approved and electronically transmitted to HUD before October 18, 2023 in order to comply with the HUD prescribed due date; now, therefore, be it

 

RESOLVED, that HACM’s proposed Agency Plan for 2024, the Admissions and Continued Occupancy Policy (ACOP), the Section 8 Administrative Plan, and any other required attachments be and are hereby approved; and be it

 

FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to electronically transmit HACM’s 2024 Agency Plan, the Admissions and Continued Occupancy Policy (ACOP), the Section 8 Administrative Plan, and any other required attachments to HUD by the required due date.
