Resolution relating to acceptance and funding of a JAG Milwaukee MPD Youth Interview Area grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a JAG Milwaukee MPD Youth Interview Area grant from the Wisconsin Department of Justice in the amount of $47,197.24 with a city share of $0 and a grantor share of $47,197.24. The purpose of the grant is to fund the conversion of two existing interview rooms in the Police Administration Building (PAB) into “non-secure” spaces as defined by the Juvenile Justice and Delinquency Prevention Act.  To complete this conversion, MPD will install two Axon interview room camera systems and a remote panic alarm system.  This will support Milwaukee Police Department compliance with federal and state laws regarding the secure detention of juveniles during investigations of major crimes.

Body

Whereas, Under the terms of CFDA #97.067, the City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Justice to install two Axon interview room camera systems and a remote panic alarm system in the Police Administration Building to support MPD compliance with the Juvenile Justice and Delinquency Prevention Act and alignment with best practices for detaining and interviewing youth.

 

Whereas, The operation of this grant from 12/1/2024 to 5/31/2025 would cost $47,197.24 of which, $0 would be provided by the city and $47,197.24 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2024 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2024 (HS) Homeland Security ALERT Bomb Robot Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent.
