Title

Resolution authorizing the Commissioner of Public Works to enter into a sole source contract with EarthTech to perform pump and instrumentation testing and calibration for the Water Works’ hydraulic model.

 

Analysis

This resolution authorizes the entering into a sole source contract with EarthTech, the engineering consulting firm currently preparing the hydraulic model of the water distribution system, to perform testing of the key measuring devices and associated instrumentation at the Water Works’ pumping stations.  Data generated from this testing is essential for the proper calibration of the model.  It is cost-effective to engage EarthTech to perform this work because they have developed substantial knowledge about the relevant facilities and instrumentation, and are already performing related work at these locations.

 

Body

Whereas, Milwaukee Water Works is in the process of completing and calibrating a hydraulic model of the distribution system using the services of EarthTech, who was selected through a request for proposal process; and

 

Whereas, Additional information is needed to properly configure the hydraulic model, such as calibration of flow and pressure measuring devices and documentation thereof and determining pump head/discharge curves; and

 

Whereas, EarthTech possesses the expertise and, during the course of their work on the hydraulic model, has developed considerable knowledge of each facility requiring additional data and of the instrumentation at each facility; and

 

Whereas, That knowledge and the remaining work on the hydraulic model project, plus EarthTech’s presence at the sites, make it highly cost-effective to engage EarthTech to perform the tasks that will generate the additional information necessary to properly configure the model; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to enter into a sole source contract with EarthTech in an amount not to exceed $175,000 wich complies with City of Milwaukee Emerging Business Enterprise requirements; and, be it

 

Further Resolved, That the cost of the contract be charged to the appropriate Water Works account.
