Substitute resolution relative to the application, acceptance and funding of the 1999 Emergency Shelter Grant increased funding award.

This resolution amends Common Council File 981080 and 981082 relative to application, and acceptance of increased funding of the 1999 Community Development Program - Emergency Shelter Grant (ESG). The total ESG 1999 award will be $784,000. The purpose of the program is to continue the operation of consolidate community development entitlement activity in the City of Milwaukee.
 
 
BODY:
Whereas, Common Council File 981080 authorizes the Community Block Grant Administration (CBGA) to apply for, accept and fund the $570,000 Emergency Shelter Grant fund portion of the Consolidated Community Development Entitlement Program to continue operation of federally funded community development activity; and
 
Whereas, The Grantor share of the Emergency Shelter Grant fund is increased by $214,000 for a total award amount of $784,000; and
 
Whereas, The Common Council now wishes to amend the community development files to accept the $214,000 increase in grant funding and appropriate the total amount of $784,000 to the Community Block Grant Administration; and
 
Whereas, The Common Council now wishes to award funding to service providers to carry out community development activity consistent with the 1999 CDBG Funding Resolutions; now, therefore it
 
Resolved, By the Common Council of the City of Milwaukee, that the Community Block Grant Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance) ; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit Funds within the Project/Grant Parent of the 1999 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/project titled Emergency Shelter Grant (ESG):

2. Create the necessary - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That a total of $784,000 is budgeted to Community Block Grant Administration which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award;
 
2. Enter into cooperation agreements, subcontracts and leases as detailed in the grant budget; and be it
 
Further Resolved, That appropriate City Officials are hereby authorized to enter into the contracts and agreements detailed in the application, and that the subrecipients, contractors and amounts to be awarded under the Emergency Shelter Grant program of the Combined Community Development Entitlement Program will be amended as follows:

Further Resolved, That the Block Grant Director of the Community Block Grant Administration shall have the authority to authorize transfers between subrecipient budgets so long as the amount transferred to a subrecipient is in accordance with grantor regulations ; and, be it
 
Further Resolved, That all standard resolved clauses articulated in Common Council File 981080 remain applicable.
