Title
Substitute resolution relating to the application, acceptance and expenditure of the 2005 Metropolitan Medical Response System.
Analysis
This resolution authorizes the Milwaukee Fire Department to apply for, accept and expend the 2005 Metropolitan Medical Response System grant (MMRS) awarded by the U.S. Department of Homeland Security. This resolution will provide funding for the purchase of firefighter NFPA compliant protective clothing for members assigned to medical response units and miscellaneous training and education costs. While not directly funded by the 2005 award, this resolution amends the current grant-related footnote to extend the funding period of the MMRS Coordinator position utilizing unspent 2003 MMRS funding. The 2005 grant award total is $227,592.

Whereas, The U.S. Department of Homeland Security awarded FY2005 grant funds to 124 Metropolitan Medical Response System (MMRS) jurisdictions to enhance their preparedness in the event of domestic terrorism; and
Whereas, The operation of this grant project from 7/29/05 to 9/30/06 would cost $227,592 entirely provided by the grantor; and
Whereas, The grant emphasizes preparation in managing incidents related to domestic terrorism, but will also support the department's operations in other events that threaten public safety; and
Whereas, Upon approval of this resolution, the Milwaukee Fire Department would use the funds to purchase firefighter NFPA compliant protective clothing for members assigned to medical response units and miscellaneous training and education costs; and
Whereas, The 2003 MMRS award will be utilized to continue funding for one position of MMRS Coordinator at pay range 863; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Fire Department is authorized to apply for, accept and expend a grant entitled 2005 Metropolitan Medical Response System Grant totaling $227,592; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue Grant and Aid Projects, fund the following amounts for the program/project titled 2005 Metropolitan Medical Response System:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted for the Milwaukee Fire Department, which is authorized to:
1. Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.
2. Expend from the 2005 grant budget funds for the items of equipment as may be deemed necessary for the effective operation of the program; and, be it
Further Resolved, That the Common Council directs that the 2005 Positions Ordinance C.C. File Number 050459 as amended, should be amended further as follows:
