Title
Substitute resolution relative to the extension of Large Impact Development (LID) Projects and/or transfer LID funds to different organizations and/or transfer LID funds to the Contingency Account and LID status report.
Body
Whereas, The Common Council of the City of Milwaukee has approved LID funding to various organizations in accordance with the LID policy guidelines. These organizations have requested extensions; and
Whereas, Organizations with current LID funds have failed to meet the LID policy guidelines and resolve outstanding issues; now, therefore, be it
Resolved, That the Community Development Committee has approved the following LID extensions:
Burleigh Street Community Development Corp. April 30, 2002
Jo's Day Care Academy April 30, 2002
New Covenant Housing Corporation June 30, 2002
South Town Points, Inc. June 30, 2002*
Lisbon Avenue Neighborhood Dev. June 30, 2002
; and, be it
*Further Resolved, That the Community Development Committee has changed the activity for South Town Points from the Large Impact Development (LID) category to the Public Service category; and, be it
Further Resolved, That the Community Development Committee has agreed to rescind funding for the following Large Impact Development Projects and return the amount of $885,466 to the CDBG Contingency account. The organizations are as follows:
M7 Development Corporation $250,000
Milwaukee Web Works $100,000
Latino Community Center $100,000
Northwest Side CDC $275,000
Merrill Park Neighborhood Association $160,466
; and, be it
Further Resolved, That the amount of $100,000 is allocated to Esperanza Unida - LID ; and, be it
Further Resolved, That the amount of $125,000 is reserved through April 26 (60-days) for NWSCDC for the predevelopment cost associated with the Tower automotive properties. The activity will change from the Large Impact Development category to Planning. Return the balance of $150,000 to the contingency account; and, be it
Further Resolved, That the amount of $160,500 is reserved for one cycle for Merrill Park Neighborhood Association for housing development in the St. Rose East area; and, be it
Further Resolved, That the following amounts are allocated to the Department of City Development and NIDC for the following activities:
Catalytic Project Areas $100,000
Targeted Investment Neighborhoods (TINS) $150,000
Brownfields $150,000
Renewal Communities Planning & Implementation $ 50,000
Facades - Fond du Lac Ave. $ 50,000

Further Resolved, That the Community Development Committee has reviewed the 2002 funded Large Impact Development (LID) status report; and, be it
Further Resolved, That the Community Block Grant Administration is responsible for awarding a subrecipient extension contract for the approved activities; and, be it
Further Resolved, That the project must submit budget and activity reports according to any conditions approved by the Common Council and the Mayor in conformance with File Number 74-92-5v to the Community Block Grant Administration and the City Comptroller for their review and approval; and, be it
Further Resolved, That payments for cost incurred shall be paid in accordance with approved reimbursement policy based on the approval by the Community Block Grant Administration and City Comptroller of a Budget Forecast (CDA-51).
