Resolution authorizing the modifications of traffic signals at the intersections of West Clybourn Street with North 16th Street and West Clybourn Street with North 13th Street, the modification of traffic signs on West Clybourn Street from North 9th Street to North 18th Street, and the modification of the counting station on North 16th Street south of West Clybourn Street in conjunction with Marquette Interchange reconstruction. Analysis
This resolution authorizes the Commissioner of Public Works to modify the traffic signals at the intersections of West Clybourn Street with North 16th Street and West Clybourn Street with North 13th Street, modify traffic signs on West Clybourn Street from North 9th Street to North 18th Street and modify the counting station on North 16th Street south of West Clybourn Street in conjunction with the first stage of reconstruction of the Marquette Interchange. Funding for the construction of these improvements is to be provided by the Wisconsin Department of Transportation under the Federally funded State Highway Improvement Program as part of the interchange project.
Body
Whereas, The Wisconsin Department of Transportation is reconstructing the Marquette Interchange of IH 94, USH 41, IH 43, and IH 794 under the State Highway Improvement Program; and
Whereas, The traffic signal modifications at the intersections of West Clybourn Street with North 16th Street and West Clybourn Street with North 13th Street were previously approved under Common Council Resolution File Number 030801; and
Whereas, Changes in the project result in increased costs in excess of that authorized under Common Council Resolution File Number 030801; and
Whereas, Changes in the project also require the modification of traffic signs on West Clybourn Street from North 9th Street to North 18th Street and the modification of a counting station on North 16th Street south of West Clybourn Street; and
Whereas, The Interchange reconstruction project provides cost participation for the modifications for the traffic signals, traffic signs and counting station; and
Whereas, The total estimated cost of modifications of the traffic signals, traffic signs and counting station included as part of this project is $53,234.33; and
Whereas, A maximum of ten percent of the participating project cost, or $5,323.43, is non-reimbursable and is included in the Division's 2004 Capital Purpose Account, Project/Grant Number ST320040000; and
Whereas, A minimum of ninety percent of the participating cost, or $47,910.90, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2004 Capital Grant and Aid Projects Account, Project/Grant Number SP032040100; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is authorized and directed to execute a contract with the Wisconsin Department of Transportation pertaining to the cost participation for the modifications of traffic signals at the intersections of West Clybourn Street with North 16th Street and West Clybourn Street with North 13th Street, the modification of traffic signs on West Clybourn Street from North 9th Street to North 18th Street, and the modification of the counting station on North 16th Street south of West Clybourn Street with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to Common Council Resolution File Number 031325, and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That upon approval of this contract, the Commissioner of Public Works is authorized and directed to modify traffic signals, traffic signs and counting station in conjunction with the paving of these Federal/State aided highway improvements; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
