-Analysis- This resolution would authorize the Board of Harbor Commissioners of the City of Milwaukee to sponsor the Wisconsin Lake Schooner Education Association in a Wisconsin Transportation Enhancement Program (STEP) Grant Program. The Grant would be utilized to continue construction of the Lake Schooner. Wisconsin Lake Schooner would fund any required match.
 
 
BODY:      Whereas, The Wisconsin Lake Schooner Education Association (WLSEA), is a non-profit organization dedicated to the furtherance of Great Lakes maritime history, and the cultural and economic bonds that exist between our community and the Great Lakes; and
Whereas, WLSEA has undertaken the building of a representative Great Lakes schooner, to be home-ported in Milwaukee and used to represent the City of Milwaukee and State of Wisconsin, and to teach citizens about our maritime heritage; and
 
Whereas, The State of Wisconsin, Department of Transportation administers a Grant Program called the Statewide Transportation Enhancement Program, (STEP) grant funding from which may be available to WLSEA; and
 
Whereas, WLSEA needs a public sponsor to be eligible for said grant funding; and
 
Whereas, The Board of Harbor Commissioners supports WLSEA's efforts and desires to act as the public sponsor for WLSEA's application; and
 
Whereas, Neither the City of Milwaukee nor the Board of Harbor Commissioners will be required to provide any match funding because WLSEA has agreed to cover any and all grant matching funds and/or other expenses associated with said grant funding; now, therefore, be it
 
Resolved, That the Board of Harbor Commissioners, through the Municipal Port Director, is authorized to act as the public sponsor for such WLSEA STEP grant application and to sign grant applications and contracts as such; and be it,
 
Further Resolved, By the Common Council of the City of Milwaukee that said Common Council hereby ratifies and approves the Board of Harbor Commissioners' sponsorship of the WLSEA STEP grant application; and be it
 
Further Resolved, That the designated officers of City Government and of said Board are hereby authorized and directed to execute agreements to carry out this purpose as prepared by the City Attorney's office.
