Title
Substitute resolution authorizing the transfer and expenditure of $10,000 from the Neighborhood Commercial District Street Improvement Fund for the Bay View Commercial District Enhancement Project.
Analysis
The Bay View Business Association Commercial District Enhancement Project proposes the installation of banners on South Kinnickinnic Avenue between Oklahoma Avenue and Becher Street; South Howell Avenue between Oklahoma Avenue and Lincoln Avenue; and East Oklahoma Avenue between Howell Avenue and Delaware Avenue.
Body
Whereas, The 2002 Capital Budget for the City of Milwaukee ("City") contains $10,000 in the Neighborhood Commercial District Street Improvement Fund; and
Whereas, The City has an ongoing commitment to the revitalization of neighborhood commercial districts; and
Whereas, The Bay View Business Association ("BVBA") began its work in 1931; and
Whereas, The BVBA has consistently invested its time and resources into the improvement of the Bay View commercial neighborhood district; and
Whereas, The BVBA is proposing a District Enhancement Project to install banners in its commercial neighborhood, a copy of the project boundary map is attached to this Common Council File; and
Whereas, This public way improvement project will greatly enhance the Kinnickinnic Avenue neighborhood investments already in place; and
Whereas, Private funds will equal or exceed the amount of City funds for this project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer $10,000 from the Neighborhood Commercial District Street Improvement Fund Account No. STO4080000 to the appropriate borrowing and expenditure account(s) for the Bay View Commercial District Enhancement Project; and, be it
Further Resolved, That the City Comptroller, in conjunction with the Commissioner of the Department of City Development, is authorized and directed to establish any and all subaccounts and follow the City guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this resolution; and, be it
Further Resolved, That all City officials, departments, boards and commissions are authorized and directed to assist and cooperate with said project.
