Title
Substitute resolution relative to application, acceptance and funding of a TEACH Project Implementation Services Grant.
Analysis
This substitute resolution authorizes the Milwaukee Public Library (MPL) to apply for, accept and fund a TEACH Project Implementation Services Grant from the MPL Foundation and Milwaukee Public Schools (MPS) in the amount of $209,557 with a city share of $4,057 and a grantor share of $205,500. The purpose of the project will allow MPL to improve the system wide use of technology services.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the MPL Foundation and MPS for the purpose of improving the system wide use of technology resources; and
Whereas, The operation of this grant from 01/01/01 to 12/31/02 would cost $209,557 of which $4,057 (2%) would be provided by the city and $205,500 (98%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Public Library shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2001 Special Revenue--Grant and Aid Projects, the following amounts for the project titled TEACH Project Implementation Services Grant:

2. Create the necessary Special Revenue Fund - - Grant and Aid Project/Grant and Project Level values; budget to these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project values; and, be it
Further Resolved, That these funds are budgeted for Milwaukee Public Library which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2001 grant budget funds for training and out-of-town travel by departmental staff;
3. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2001 Positions Ordinance, C.C. File #000508 should be amended as follows:

Amend Footnote (D) as follows:
To expire 12/31/02 unless the TEACH Project Implementation Services Grant, available from the MPL Foundation and Milwaukee Public Schools is extended. Positions are authorized only as reflected in the grant agreement which is approved by the Grantor Agency.
