Title
A substitute ordinance to further amend the 2026 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration (Community Development Grants Administration Division, Information and Technology Management Division), Common Council-City Clerk, Department of Emergency Communications, Department of Employee Relations, Health Department (Clinical Services Division; Environmental Health Division; Policy, Innovation & Engagement Division)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows:
Under Common Council-City Clerk, Central Administration Division, add six positions of “Auxiliary Executive Administrative Assistant”.
Under Health Department, Clinical Services Division, amend footnote (LPHP) to read as follows:
(LPHP) To expire 6/30/2027 unless the Public Health Emergency Preparedness grant is extended.
Under Health Department, Environmental Health Division, amend footnote (PHEP) to read as follows:
(PHEP) To expire 6/30/2027 unless the Public Health Emergency Preparedness grant is extended.
Part 2. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2026 - December 21, 2025):
Under Department of Employee Relations, Operations Division, Auxiliary Positions, delete one position of “Position Control Specialist (ERP)”.
Part 3. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2026 - July 5, 2026):
Under Department of Administration, Community Development Grants Administration Division, delete one position of “Continuum of Care Specialist (X)(Y)(COC)” and add one position of “Technical Communications Specialist (X)(Y)”.
Under Department of Administration, Information and Technology Management Division, Policy and Administration Section, delete one position of “ITMD Administrative Assistant” and add one position of “Administrative Assistant III”.
Under Department of Emergency Communications, delete three positions of “Emergency Communications Officer V”, add one position of “Emergency Communications Records Analyst - Senior”, and add one position of “Emergency Communications Operations Analyst - Senior”.
Under Health Department, Policy, Innovation & Engagement Division, Data & Evaluation, delete one position of “Data and Evaluation Coordinator (X)” and add one position of “Information Systems Project Coordinator (X)”.
Under Health Department, Clinical Services Division, Sexual & Reproductive Health, delete one position of “Public Health Nurse 3 (G)(X)” and add one position of “Nurse Practitioner (X)”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2026 (December 21, 2025).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 15, 2026 (July 5, 2026).
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
