Resolution authorizing the Commissioner of Public Works to issue a permit to RETEC (an engineering and environmental consulting firm) for temporary occupancy of North Jefferson Street between East Menomonee Street and East Corcoran Avenue in conjunction with environmental remediation of abutting properties by the Wisconsin Gas Company. - ANALYSIS - This resolution authorizes the Commissioner of Public Works to issue a temporary street closure permit for North Jefferson Street between East Menomonee Street and East Corcoran Avenue. The street would be closed from the latter part of January 1998, until mid May 1998. The closed street would be used in conjunction with environmental remediation of abutting properties on both sides by the Wisconsin Gas Company.
BODY:
Whereas, The Wisconsin Gas Company is responsible for environmental cleanup of the two city blocks bound by East Menomonee Street, North Milwaukee Street, East Corcoran Avenue, and North Jackson Street; and
Whereas, The Gas Company has hired the engineering firm known as RETEC to manage the environmental cleanup program; and
Whereas, RETEC has developed a phased cleanup program that would utilize North Jefferson Street, which bisects the overall cleanup site, for cleanup-related activities; and
Whereas, These cleanup-related activities include staging and parking for the project management trailers but do not include activities that would damage the street pavement or any other public infrastructure in the right-of-way; and
Whereas, North Jefferson Street between Menomonee and Corcoran is relatively little used for most of the year; and
Whereas, The first phase of the cleanup will be completed prior to the summer festival season and the second phase of cleanup will not begin until the festival season is over; and
Whereas, The Commissioner of Public Works is authorized to issue permits for temporary occupancy of up to one-third of public streets while temporary use beyond that must be approved by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to issue a permit to the RETEC company allowing the company to occupy the entire North Jefferson Street right-of-way between East Menomonee Street and East Corcoran Avenue from January 20th, 1998 until May 15th, 1998 and from October 1st, 1998 until May 15th, 1999.
