Title
A substitute ordinance to further amend the 2026 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Health Department (Clinical Service Division, Environmental Health Division), Employes’ Retirement System, Department of Public Works - Operations Division (Fleet Services Section, Sanitation Section), Department of Public Works - Water Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows:
Under Health Department, Clinical Services Division, add new footnote (HUD2) to read as follows:
(HUD2) To expire 11/30/2029 unless the 2025-2029 HUD Lead Hazard Reduction grant is extended.
Under Laboratory, add footnote designation (HUD2) to one position of “Chemist (HUDL)”.
Under Health Department, Environmental Health Division, add footnote designation (HUD2) to one position of “Deputy Commissioner of Environmental Health (X)(Y)” and add new footnote (HUD2) to read as follows:
(HUD2) To expire 11/30/2029 unless the 2025-2029 HUD Lead Hazard Reduction grant is extended.
Under Home Environmental Health, add footnote designation (HUD2) to one position of “Home Environmental Health Manager (X)(Y)(RG)”, one position of “Home Environmental Health Coordinator (X)(RG)”, and one position of “Lead Enrollment Coordinator (X)(CDLD)(HUDL)”.
Under Department of Public Works - Operations Division, Fleet Services Section, Dispatch Operations, delete three positions of “Equipment Operator 3”, add three positions of “Program Assistant III”, delete one position of “Communication Assistant IV”, and delete one position of “Communication Assistant III”.
Under Fleet Store Rooms, delete one position of “Program Assistant II”.
Under Department of Public Works - Operations Division, Sanitation Section, Field Operations, add one position of “Communication Assistant IV”, add one position of “Communication Assistant III”, and add one position of “Program Assistant II”.
Part 2. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2022 - November 13, 2022):
Under Employes’ Retirement System, Management Support Services, delete three positions of “ERS Pension Investment Analyst IV” and add three positions of “ERS Pension Investment Analyst V”.
Part 3. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2026 - June 21, 2026):
Under Department of Public Works - Operations Division, Fleet Services Section, Dispatch Operations, delete two positions of “Communications Assistant IV”, delete two positions of “Program Assistant III”, delete one position of “Communications Assistant III”, and add five positions of “Public Works Dispatcher 2”; delete one position of “Program Assistant III” and add one position of “Public Works Dispatcher - Lead”.
Under Department of Public Works - Water Works, Distribution Organization, Field Operations, delete six positions of “Communications Assistant V” and add six positions of “Public Works Dispatcher 2”, delete four positions of “Communications Assistant III” and add four positions of “Public Works Dispatcher 1”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 24, 2022 (November 13, 2022).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2026 (June 21, 2026).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
