Substitute resolution relating to the designation of bicycle routes in the city of Milwaukee.

With this resolution, the Common Council takes the following actions relating to the designation of bicycle routes in the city of Milwaukee:

 

1.                     The City of Milwaukee Bicycle Plan is amended to include the complete list of bicycle routes identified as part of the Congestion Mitigation and Air Quality Improvement Project.

 

2.                     The Commissioner of Public Works is directed to request the Southeastern Wisconsin Regional Planning Commission to amend the regional bicycle plan to reflect these changes to the City's Bicycle Plan.

 

3.                     The Commissioner of Public Works is authorized and directed to enter into an Agreed Unit Price contract with the Wisconsin Department of Transportation pertaining to cost participation for the fabrication and installation of bicycle route signs along selected bicycle routes throughout the city of Milwaukee. The Commissioner is further authorized to install these signs.

 

4.                     The City Comptroller is authorized to create the necessary revenue and expenditure accounts for the bicycle route sign project and to transfer appropriate amounts to these accounts.

 

BODY:

Whereas, On May 4, 1993, the Common Council adopted File Number 921699, a resolution approving a Bicycle Plan for the City of Milwaukee; and

 

Whereas, On June 6, 1995, the Common Council adopted File Number 941932, a resolution adopting the "Regional Bicycle and Pedestrian Facilities System Plan for Southeastern Wisconsin: 2010" prepared by the Southeastern Wisconsin Regional Planning Commission; and

 

Whereas, This regional plan incorporated the City's Bicycle Plan; and

 

Whereas, Common Council Resolution File Number 941827, adopted March 27, 1995, authorized and directed the Commissioner of Public Works to execute a "State/Sponsor Agreement for Congestion Mitigation & Air Quality Improvement Project" with the Wisconsin Department of Transportation for the evaluation, selection, designation and spot improvement of bicycle routes in the city of Milwaukee with state and/or federal aid under the 1995-97 Congestion Mitigation/Air Quality Program of the 1991 Intermodal Transportation Efficiency Act; and

 

Whereas, This project led to confirmation of the suitability of proposed bicycle routes specified in the City plan adopted in 1993 and in the regional plan; and

 

Whereas, This project led to the identification of additional bicycle routes not included in the City plan adopted in 1993 or in the regional plan; and

 

Whereas, This project led to the identification of bicycle routes specified in the City plan and in the regional plan that were not suitable for bicycling; and

 

Whereas, The complete list of City of Milwaukee bicycle routes identified as a result of the Congestion Mitigation and Air Quality Improvement Project is presented in Exhibit "A" of this resolution; and

 

Whereas, The complete list of unsuitable bicycle routes identified as a result of the Congestion Mitigation and Air Quality Improvement Project is presented in Exhibit "B" of this resolution; and

 

Whereas, The Congestion Mitigation and Air Quality Improvement Project includes appropriations for the fabrication and installation of bicycle route signs along selected routes in the City of Milwaukee; and

 

Whereas, The total estimated cost of fabricating and installing bicycle route signs along the bicycle routes specified in Exhibit "A" is $28,340, of which the City's 20-percent, non-reimbursable cost participation share is $5,668; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the adopted 1993 City of Milwaukee Bicycle Plan is amended to confirm the suitability of the City of Milwaukee Bicycle Plan proposed bicycle routes specified and unhighlighted in Exhibit "A"; and, be it

 

Further Resolved, That the City of Milwaukee Bicycle Plan is amended to include the additional bicycle routes highlighted in Exhibit "A"; and, be it

 

Further Resolved, That the City of Milwaukee Bicycle Plan is amended to exclude all of the bicycle routes specified in Exhibit "B"; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized and directed to request the Southeastern Wisconsin Regional Planning Commission to amend the "Regional Bicycle and Pedestrian Facilities System Plan for Southeastern Wisconsin: 2010" to reflect these changes to the City's Bicycle Plan; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized and directed to enter into an Agreed Unit Price contract with the Wisconsin Department of Transportation pertaining to cost participation for the fabrication and installation of bicycle route signs along selected bicycle routes throughout the city of Milwaukee in conjunction with the Congestion Mitigation and Air Quality Improvement Project; and, be it

 

Further Resolved, That, upon execution of this contract, the Commissioner of Public Works is authorized and directed to fabricate and install the necessary bicycle route signs; and, be it

 

Further Resolved, That, upon execution of the contract, the City Comptroller is authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary revenue and expenditure accounts for this project, to transfer to any of these accounts the amount required under the agreement with the Wisconsin Department of Transportation and City accounting policy, said amount not to exceed a 10 percent increase of the total amount reserved for the grantor's share or the local share, or $5,000, whichever is greater, and to transfer the corresponding offsetting estimated revenue as follows:
