Analysis
This ordinance does the following:
1. It adds representation to the city information management committee from the department of emergency communications, department of city development, department of public works, department of employee relations, the health department, and the department of neighborhood services.
2. It changes the requirements for designees. Designees may be appointed if one of the following applies: a. Has direct oversight of technology, records, or information management in the department. b. Reports to the member or a division head. c. Is an individual approved by the chair.
3. It clarifies that the chief information officer is not permitted to name an alternate.
4. It requires that in addition to recommending policies for the management of information resources to the mayor and common council, the committee shall also recommend policies to the fire and police commission.
5. It requires that the committee meet every other month, and allows additional meetings at the discretion of the chair.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 320-31-1 of the code is amended to read:
320-31. City Information Management Committee.
1. COMPOSITION. There is created a city information management committee consisting of [[12]] >>18<< members:
Part 2. Section 320-31-1-m to r is created to read:
m. The emergency communications director.
n. The commissioner of city development.
o. The commissioner of public works.
p. The employee relations director.
q. The commissioner of health.
r. The commissioner of neighborhood services.
Part 3. Section 320-31-1.3 is repealed and recreated to read:
1.3. DESIGNEES. Each member, except the common council member and the chief information officer, may appoint a designee. A designee may be appointed if one of the following applies:
a. The designee has direct oversight of technology, records, or information management in his or her department.
b. The designee reports to the member or to a division head.
c. The designee is approved by the chair.
Part 4. Section 320-31-1.5 of the code is amended to read:
1.5. [[ALTERNATIVES]]>>ALTERNATES<<. Each member [[of the committee]], except the common council member>> and the chief information officer<<, may name an alternate. Alternates shall meet the same [[salary grade]] requirements [[as]] provided in sub. 1.3.
Part 5. Section 320-31-3-a of the code is amended to read:
3. DUTIES. The committee shall:
a. Recommend policies to the mayor>>, the board of fire and police commissioners,<< and the common council for the management of the city’s information resources, including but not limited to access, distribution, documentation, security and appropriate use.
Part 6. Section 320-31-3-n of the code is created to read:
n. Meet every January, March, May, July, September, and November, and may meet at such additional times as the chair directs.
