Substitute resolution appropriating $150,000 from the 1999 Common Council Contingent Fund for services relating to the year 2000 Census.
ANLS:
This resolution appropriates $150,000 from the Common Council Contingent Fund to enable the Department of Administration to coordinate the 2000 Complete Count Program.
BODY:
Whereas, The United States Census Bureau in April 2000 will conduct a Census of the City of Milwaukee to count and gather information about city residents; and
Whereas, The information collected by the Census Bureau will be used to reapportion and redistrict the United States House of Representatives as well as reapportion and redistrict State Legislative Districts and local governmental bodies; and
Whereas, Census data is the basis for the annual distribution of approximately $200 billion in federal program allocations, such as education, housing and community development grants; and
Whereas, The City of Milwaukee recognizes the importance of an accurate count of all its citizens in the 2000 Census and has proposed that a cooperative effort between the United States Census Bureau, the city, and community leaders be initiated to ensure that the hard to reach and historically uncounted segment of the city's population are counted and reflected in the 2000 Census; and
Whereas, In 1989 the Common Council of the City of Milwaukee, recognizing the importance of an accurate census, appropriated approximately $100,000 for the 1990 Complete Count Project; and
Whereas The 1990 Complete Count Project was very successful in that approximately 30,000 more people were counted than demographers projected and the Census Bureau identified the Milwaukee project as a national model for successful outreach efforts and complete count projects; and
Whereas, The advantages for the City of Milwaukee in conducting a Complete Count Census Program with respect to the 2000 Census far outweigh the potential cost; and
Whereas, The City of Milwaukee, recognizing that current city resources are not sufficient by themselves to carry out a Complete Count Program will contract for the services of a person, business or organization to help plan and coordinate the city's 2000 Complete Census Program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Council endorses the initiation and implementation of a Complete Count Census Program for the 2000 Census; and, be it
Further Resolved, That all departments, divisions and bureaus of the City of Milwaukee shall cooperate with the Department of Administration in coordinating the Complete Count Census Program; and, be it
Further Resolved, By the Common Council of the City of Milwaukee, that $150,000 be, and hereby is appropriated from the 1999 Common Council Contingent Fund (0001-9990-0001-C001) and transferred to the Services Account of the Department of Administration (0001-1510-0001-R999-006300) for the purpose of planning and coordination of the 2000 Complete Count Census Program; and, be it
Further Resolved, That the proper city officials are hereby authorized to enter into a contract for services to accomplish this purpose.
