Resolution relative to acceptance and funding of a 2023 Wisconsin State Patrol Division Summer Drug Recognition Expert Field Certification Training grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a 2023 Summer Drug Recognition Expert (DRE) Field Certification training grant from the Wisconsin State Patrol Bureau of Transportation Safety in the amount of $25,432 with a city in-kind share of $0 and a grantor share of $25,432. The purpose of the grant is to host and assist with statewide DRE field certification training at the Milwaukee Police Department (MPD) Training Academy. The grant will fund overtime for MPD police officers to accompany DRE training candidates in the field locating drug-impaired individuals to consent to voluntary drug influence evaluations.

Whereas, Under the terms of CFDA #20.616, the City of Milwaukee appears to be eligible for grant funds from the Wisconsin State Patrol Bureau of Transportation Safety to host 2023 Summer DRE field certification training; and
Whereas, The operation of this grant from 7/26/2023 to 8/11/2023 would cost $25,432 of which, $0 would be provided by the city and $25,432 (100%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2023 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2023 Summer DRE Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent; and
