Title
Resolution establishing a Broadband Telecommunications Task Force to develop a strategic plan for telecommunications in the City of Milwaukee.
Analysis      
This resolution establishes an 10-member Broadband Telecommunications Task Force to develop a strategic plan for telecommunications in the City of Milwaukee.  The task force shall be composed of the following:
1.      A Common Council member appointed by the President of the Common Council.
2.      A representative of the Mayor's Office.
3.      A representative of Milwaukee County.
4.      A representative of Milwaukee Public Schools.
5.      A representative of a community-based organization appointed by the President of the Common Council.
6.      A representative of the telecommunication industry appointed by the President of the Common Council.
7.      A representative of the private sector appointed by the President of the Common Council.
8.      A representative of the University of Wisconsin-Milwaukee,
9.      2 City residents appointed by the President of the Common Council.
The task force shall submit a report of its findings and strategic plan to the Common Council within 6 months of the adoption of this resolution.
Body
Whereas, High-speed telecommunications or broadband has become critical to business and citizens, as well as to the public sector; and
 
Whereas, Milwaukee has an opportunity to build an advanced telecommunications infrastructure for the future, or lose ground to other cities and regions; and
 
Whereas, Attraction of new businesses and retention of existing businesses will depend on broadband availability as part of an infrastructure of innovation; and
 
Whereas, Broadband will improve the economic development potential of the City, as well as address critical issues in education, public safety, health, government service and bridging the digital divide; and
 
Whereas, The City must increase broadband deployment by treating all providers equally and increasing capital investment and provide a regulatory environment that encourages investment in telecommunications; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that a Broadband Telecommunications Task Force is created, composed of the following: members:
 
1.      A Common Council member appointed by the President of the Common Council.
2.      A representative of the Mayor's Office.
3.      A representative of Milwaukee County.
4.      A representative of Milwaukee Public Schools.
5.      A representative of a community-based organization appointed by the President of the Common Council.
6.      A representative of a telecommunication industry appointed by the President of the Common Council.
7.      A representative of the private sector appointed by the President of the Common Council.
8.      A representative of the University of Wisconsin-Milwaukee,
9.      2 City residents appointed by the President of the Common Council.

Further Resolved, That the Department of Administration - Information and Technology Management Division shall staff the task force; and, be it
 
Further Resolved, That the purpose of the task force shall be to develop a strategic plan for telecommunications in the City of Milwaukee, which shall include:
 
1.      Identification of current and future telecommunications needs.
2.      Evaluation of current telecommunications initiatives and recommendations.
3.      Proposals for improvements in local and regional telecommunication construction and development projects.
4.      Coordination of public and private telecommunication activities.
5.      Recommendations for improved use of City assets and resources to build telecommunication capacity and to produce revenue.
6.      Evaluation of cost-savings potential through consolidation.
7.      Recommendations for changes to regulatory and tax concerns that may create incentives for telecommunication development.

Further Resolved, That all City departments are authorized and directed to provide assistance to this task force as needed; and, be it
 
Further Resolved, That the task force shall submit a written report of its findings and strategic plan to the Common Council within 6 months of the adoption of this resolution.
