Analysis
This ordinance provides up to 8 hours of special incentive leave for any city employee who becomes fully vaccinated against the COVID-19 virus between September 1, 2021, and October 29, 2021, and provides proof of vaccination to the department of employee relations.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 350-40-14 of the code is created to read:
350-40. Vacations.
14. COVID-19 VACCINATION. Any employee who becomes fully vaccinated against the COVID-19 virus between September 1, 2021, and October 29, 2021, and provides proof of vaccination to the department of employee relations, shall earn up to 8 hours of special incentive leave.
a. For the propose of this section, an employee is considered fully vaccinated against the COVID-19 virus if the employee has has waited 2 weeks after receiving either the second dose of a 2-dose COVID-19 vaccine, or 2 weeks after receiving a single-dose COVID-19 vaccine.
b. Proof of vaccination means any of the following:
b-1. A copy of a Centers for Disease Control vaccination card.
b-2. A screenshot confirming vaccination from the Wisconsin Immunization Registry.
b-3. Verification of vaccination from the employee’s healthcare system portal or healthcare provider.
c. The COVD-19 vaccine special leave program shall be established and administered by the department of employee relations.
d. Special incentive leave time shall be added to the vacation leave account of the employee upon providing proof of full vaccination against the COVID-19 virus. Special incentive leave time shall be administered like vacation and shall be subject to scheduling approval by the department head.
e. Payments made under the provisions of this program shall not be construed as being part of the employee's base salary and shall not be included in any fringe benefits. The payments shall not have any sum deducted for pension benefits, nor shall the payments be included in any computation establishing pension benefits or payments.
