Substitute resolution authorizing the placement of special charges on the property tax bill for current municipal services for properties in the City of Milwaukee.

This resolution authorizes the placement of special charges on the property tax bills for three properties in the City of Milwaukee. Two of the properties, which are located at 1704 East Park Place and 1634 North Astor Street, were the subject of receivership actions for which the receiver was not compensated by the property owner. The third property was the subject of current services provided by the City of Milwaukee Fire Department. _____________________________________________
BODY:
Whereas, The City of Milwaukee has made it a priority to collect expenditures made through the receivership program in cases where the owner neglected their property and did not repair building code violations; and
Whereas, The City of Milwaukee also wishes to require that it be compensated for the cost of fire services in extreme conditions beyond any normal level of service; and
Whereas, The City of Milwaukee brought a receivership action against the owner of the property at 1704 East Park Place, and the costs of nuisance abatement were $26,636.00, and the City has not been compensated by the owner of the property; and
Whereas, The City of Milwaukee brought a receivership action against the owner of the property at 1634 North Astor Street, and the costs of nuisance abatement were $29,125.00, and the City has not been compensated by the owner of the property; and
Whereas, The City of Milwaukee has obtained court orders in the nuisance actions for the properties at 1704 East Park Place and 1634 North Astor Street approving the costs of the receiver in those actions (Exhibits 1 and 2, which are attached to File No. 970815); and
Whereas, The City of Milwaukee Fire Department was required to expend significant resources beyond usual and customary services in extinguishing a fire at 9168 North 124th Street in the City of Milwaukee. The cost to the City of Milwaukee Fire Department to extinguish the fire at this location was $268,978.41, for which an invoice was mailed, (Exhibit 3, which is attached to File No. 970815) and to date, the City of Milwaukee has not been compensated, now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the City of Milwaukee place on the property tax roll as current municipal services special charges for the following properties:
1. 1704 East Park Place, Tax Key No. 315-0130-000-7, in the amount of $26,636.00,
2. 1634 North Astor Street, Tax Key No. 360-0412-000-5, in the amount of $29,125.00,
3. 9168 North 124th Street, Tax Key No. 037-9991-000-3, in the amount of $268,978.41,
and, be it further resolved that the proper City officials be directed to take the actions necessary for placement of the above charges on the City of Milwaukee tax roll as is necessary.
