Body
Whereas, The Board of Directors of the Harambee Ombudsman Project, Inc. voted at its January 25, 2012 meeting to approve the recommendation that 2011 and 2012 CDBG and HOME funds designated for Harambee Ombudsman Project, Inc. be transferred to WestCare Foundation, Inc., fiscal agent for WestCare Wisconsin Harambee Community Center; and
Whereas, The Board of Directors of the Harambee Ombudsman Project, Inc. also voted to dissolve the 501(c)3 organization as a corporate entity and to release responsibility for carrying out the Harambee vision and mission to its successor organization, WestCare Wisconsin Harambee Community Center; and
Whereas, The Harambee Ombudsman Project, Inc. is supportive of the proposal to transfer CDBG and HOME funds allocated for the fiscal years 2011, 2012 and beyond to WestCare Foundation Inc., fiscal agent for WestCare Wisconsin Harambee Community Center for the following programs: community organizing, youth council and Neighborhood Improvement Program (NIP); and
Whereas, The Harambee Ombudsman Project, Inc., has notified the Community Development Grants Administration (CDGA) in a letter, a copy of which is attached to this file, dated January 31, 2012 of its plan to transfer CDBG, HOME and NIP funding to WestCare Foundation, Inc., fiscal agent for WestCare Wisconsin Harambee Community Center; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes the transfer of 2011 CDBG and HOME funds remaining balances and 2012 CDBG funds from the Harambee Ombudsman Project, Inc. to WestCare Foundation, Inc., fiscal agent for WestCare Wisconsin Harambee Community Center for community and housing services activities; and, be it
Further Resolved, The amount of 2011 and 2012 funds to be transferred to WestCare Foundation, Inc. fiscal agent for WestCare Wisconsin Harambee Community Center will be in the following amounts:
2011 NIP Program CDBG: $33,133
2011 NIP Program HOME: $122,500
2011 Youth Council CDBG: $7,000;
2012 Community Organizing-NSP 6 CDBG: $45,000
; and, be it
Further Resolved, The transfer of funds shall be effective April 12, 2012; and, be it
Further Resolved, That WestCare Wisconsin Harambee Community Center shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with file number 74-92-5v, to CDGA and the City Comptroller; and, be it
Further Resolved, That payments for CDBG and HOME costs incurred shall be paid in accordance with approved CDBG and HOME reimbursement policy based on approval by CDGA and the City Comptroller; and, be it
Further Resolved, That except as modified by this resolution, the guidelines for handling the CDBG program set forth in Common Council File Number 74-92-5v are fully applicable to the Community Development Entitlement Funding Program.
