Title

Analysis
This resolution authorizes the Milwaukee Fire Department to accept and expend up to $10,000 in private contributions for the purpose of purchasing various equipment for the department's emergency medical services, fire suppression and firefighter wellness/fitness programs.  The department's current council authorizations limit the use of private contributions to maintaining the special teams training programs and fire safety education. The Wal-Mart Foundation wishes to contribute up to $1,000 to the Milwaukee Fire Department to purchase wellness/fitness equipment.
Body
Whereas, Section 304-24 of the Milwaukee Code of Ordinances regulates the receipt, appropriation and expenditures of contributions received by the City; and
 
Whereas, On November 6, 2001, the Common Council adopted Resolution 010844 amending Resolution 970233 and further amending Resolution 941142 to allow the Fire Department to increase the amount of private contributions to $250,000 from the $75,000 authorized initially for the purpose of maintaining the special teams training programs; and
 
Whereas, On June 23, 2003, the Common Council adopted Resolution 030267, authorizing the Milwaukee Fire Department to accept up to $100,000 in private contributions for fire safety education; and
 
Whereas, The Milwaukee Fire Department frequently receives inquiries from citizens, foundations or other entities regarding donating funds for the purchase of fire suppression, emergency medical services or other equipment; and
 
Whereas, The Wal-Mart Foundation wishes to contribute up to $1,000 to the Milwaukee Fire Department for uses not related to maintaining the special teams training programs or fire safety education; Instead, the contribution will be used by the Milwaukee Fire Department to purchase wellness/fitness equipment for Fire House #23 located at 2130 West Oklahoma Avenue; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Fire Department is authorized to accept up to $10,000 in private contributions, including a $1,000 contribution from the Wal-Mart Foundation, for the purchase of various equipment for the department's emergency medical services, fire suppression and firefighter wellness/fitness programs, no more than the amount actually received, in accordance with established City policies; and, be it
 
Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is directed to establish a special account within the Milwaukee Fire Department budget for the expenditure of the funds; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the Special Purpose Account-Contributions, account number 0001-2110-0001-D001-006300, and the Estimated Revenue Account for Contributions, account number 0001-9990-0001-009850 to the Fire Department special account 0001-3280-0001-Dxxx-006800, and the Fire Department estimated revenue account 0001-3280-0001-009850,  up to the amount of $10,000.
