Title

Resolution declaring the City-owned vacant lots at 2569 and 2573 North 15th Street surplus to municipal needs and authorizing the exchange with the Housing Authority of the City of Milwaukee vacant lots at 2231 and 2235 West Lloyd Street, in the 15th Aldermanic District.

Analysis

This resolution authorizes the exchange of City-owned vacant lots with lots owned by the Housing Authority of the City of Milwaukee for construction of affordable housing pursuant to Section 304-49-3, Milwaukee Code of Ordinances.

Body

Whereas, The City of Milwaukee (“City”) conveyed the vacant lots at 2231 and 2235 West Lloyd Street to the Housing Authority of the City of Milwaukee (“HACM”) for residential development as part of the HOPE VI Program as authorized by Common Council File Nos. 040209 and 041222; and

 

Whereas, These lots are within the boundary of the proposed North 20th Street - West Lloyd Street Redevelopment Project Area and Tax Incremental District No. 58 that was recently approved by the Redevelopment Authority of the City of Milwaukee and may be needed for a future redevelopment initiative; and

 

Whereas, HACM has offered to exchange these lots for the City-owned vacant lots at 2569 North 15th Street (Tax Key No. 324-2652-000-0) and 2573 North 15th Street (Tax Key No. 324-2651-000-5) to develop the new sites with affordable housing as part of the HOPE VI Program, contingent on reimbursement from the City for expenses incurred to develop the Lloyd Street lots; and

 

Whereas, Section 304-49-3 authorizes the City to convey property to HACM for affordable housing purposes; and

 

Whereas, The City Plan Commission has determined that the City-owned vacant lots at 2569 and 2573 North 15th Street are surplus to municipal needs; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City-owned vacant lots at 2569 and 2573 North 15th Street are declared surplus to municipal needs and that the offer to exchange these lots with HACM for the HACM-owned vacant lots at 2231 and 2235 West Lloyd Street at no cost to HACM and to reimburse HACM for its expenses associated with the development of these lots is approved; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development, or assigns, is authorized to execute the deed to convey the properties to HACM, to accept title from HACM for the lots to be exchanged, reimburse HACM for its expenses to develop these lots, and to execute other required documents including release of any deed restrictions that may be needed to carry out the intent of this resolution.
