Title
Substitute ordinance to further amend the 2002 offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 010468 relative to offices and positions in the City Service is hereby amended as follows:
Under "Health Department, Home Environmental Health Division, Childhood Lead Poisoning Prevention Program (W)", delete three positions of "Environmental Health Specialist II (W)(X)" and add three positions of "Lead Risk Assessor II (W) (X)"; under "Lead Pilot Project Grant (E)", delete two positions of "Environmental Health Specialist II (X)(E)" and add two positions of "Lead Risk Assessor II (X) (E)"; under "Lead Poisoning Control Program", delete two positions of "Environmental Health Specialist II (X)" and add two positions of "Lead Risk Assessor II (X)"; under "Lead Hazard Reduction Grant (D)" delete three positions of "Environmental Health Specialist II (D)(X)" and add three positions of "Lead Risk Assessor II (D)(X)"; under "CDBG Lead Grant (TT)", delete three positions of "Environmental Health Specialist II (TT)(X)" and add three positions of "Lead Risk Assessor II (TT)(X)"; under "Women, Infants and Childrens' Grant", delete one positions of "Nutritionist (X)(C)" and two positions of Dietetic Technicians (X) (C) and amend footnote "(C)" as follows: "To expire 12/31/02 unless the Women, Infants and Childrens Grant, available from the Wisconsin Department of Health and Family Services is extended."
Under "Police Department", amend footnote (N) as follows: "Milwaukee Metropolitan Drug Enforcement Grant: Three Office Assistant II positions to expire 12/31/02 unless the Milwaukee Metropolitan Drug Enforcement is extended"; amend footnote (K) as follows: "High Intensity Drug Trafficking Area (HIDTA) Grant. Position authority to expire if HIDTA funding and the HIDTA project are discontinued" and amend footnote (S) as follows: "State Beat Patrol Grant: To expire 12/31/02 unless the Beat Patrol Grant, available from the State of Wisconsin, Office of Justice Assistant is extended."
Part 2. Section 1 of ordinance File Number 010468 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2002 (December 23, 2001):
Under "Department of Public Works, Operations Division, Operations Section", delete eighty-six positions of "Equipment Operator" and add eighty-six positions of "Operations Driver/Worker"; under "Auxiliary Personnel", delete fifty-nine positions of "Equipment Operator" and add fifty-nine positions of "Operations Driver/Worker"; under "Sanitation Section, Field Operations", delete one hundred thirty-one positions of "Equipment Operator (D)" and add one hundred thirty-one positions of "Operations Driver/Worker (D)"; under "Auxiliary Personnel", delete one hundred forty-eight positions of "Equipment Operator (C)" and add one hundred forty-eight positions of "Operations Driver/Worker (C)."
Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 2 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2002(December 23, 2001).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 5. This ordinance will take effect and be in force from and after its passage and publication.
