This resolution authorizes the Department of City Development and the Redevelopment Authority of the City of Milwaukee to expend 1998 Community Development Block Grant funds for various projects and approves and authorizes the execution of contracts between the City of Milwaukee and the Redevelopment Authority of the City of Milwaukee.
BODY:
Whereas, The Mayor and Common Council of the City of Milwaukee ("Common Council") by adoption of Common Council File No. 971423, on January 20, 1998, authorized submission and acceptance of a twenty-fourth program year application for Community Development Block Grant funds available under Title I of the Housing and Community Development Act of 1974; and
 
Whereas, The final statement of community development objectives and projected use of funds for the 1998 Community Development Program has been submitted to the Department of Housing and Urban Development; and
 
Whereas, The Redevelopment Authority of the City of Milwaukee ("Redevelopment Authority") and the Common Council have, by appropriate actions, approved the Community Development Projects hereinafter identified; and
 
Whereas, The Common Council adopted Common Council File No. 74-92-2p on May 27, 1975 and Common Council File No. 74-92-5v on April 10, 1979 to assure proper processing of agreements to be entered into with public and private agencies in an orderly, prudent, and consistent manner; and
 
Whereas, The Redevelopment Authority in accordance with Common Council File No. 74-92-2p and Common Council File No. 74-92-5v will prepare the necessary Prime Contracts with required attachments for identified Community Development Projects; and
 
Whereas, This statement includes the following Projects relative to the Department of City Development ("DCD"):

Whereas, The Mayor and Common Council have set forth procedural guidelines to be followed by the appropriate City officials in the handling of the Community Development Program in Common Council File No. 74-92-5v; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Department of City Development is authorized to expend from the Project budgets itemized below, an amount not to exceed $10,300 for training and out-of-town travel by DCD staff:

Further Resolved, That the Department of City Development is authorized to expend from Project budgets equipment itemized below from budgeted funds:

Further Resolved, That contracts for the above identified Projects are approved and that the proper City officials are authorized and directed to properly execute said contracts for and on behalf of the City of Milwaukee; and, be it
 
Further Resolved, That the Redevelopment Authority is authorized to enter into contracts and amendatory agreements relative to the aforementioned Projects, within the limits of the budgets approved for the Projects, as are necessary to enable the Redevelopment Authority to fulfill its obligations, administer and effectuate the purposes of the Community Development Projects; and to direct and authorize its proper officers, in accordance with its bylaws, to execute such contracts and amendatory agreements for and on behalf of the Redevelopment Authority without further Common Council approval; and, be it
 
Further Resolved, That the Housing Authority of the City of Milwaukee and the Neighborhood Improvement Development Corporation are authorized to enter into contracts and amendatory agreements relative to the aforementioned Projects, within the limits of the budgets approved for the Projects, as are necessary to enable the Housing Authority of the City of Milwaukee and the Neighborhood Improvement Development Corporation to fulfill its obligations, administer and effectuate the purposes of the Community Development Projects; and to direct and authorize its proper officers, in accordance with its bylaws, to execute such contracts and amendatory agreements for and on behalf of the Housing Authority of the City of Milwaukee and the Neighborhood Improvement Development Corporation without further Common Council approval; and, be it
 
Further Resolved, That any Section 108 loan repayment deficits will be funded from the City of Milwaukee's Community Development Block Grant entitlement; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to establish the necessary specific capital project accounts, capital purpose subaccounts, and other accounts as the Comptroller deems necessary, and to disburse funds in accordance with the terms of the contracts and amendatory agreements; and, be it
 
Further Resolved, That all of the above is contingent upon approval by the United States Department of Housing and Urban Development of the aforementioned application for a Community Development Block Grant and upon approval by the Common Council of the Projects herein identified.
