Substitute ordinance to further amend the 2003 rates of pay of offices and positions in the City Service under control of the Common Council.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 2 of ordinance File Number 020486 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Salary Grade 004, add the titles "Employee Benefits Analyst" "Health Project Coordinator (Asthma)" and "Health Project Coordinator (READII)", and delete the title "Sewer Maintenance Program Manager."
 
Under Salary Grade 005, add the titles "Employee Benefits Analyst-Senior, "Vital Statistics Supervisor", "Sewer Maintenance Program Manager" and "Tobacco Control Program Coordinator" and delete the title "Instrumentation Supervisor."
 
Under Salary Grade 006, add the title "Parking Citation Review Manager."
 
Under Salary Grade 007, add the titles "Diversity Officer," "Human Resources Training Specialist",  "Labor Relations Representative", "Child Care Program Manager", Legislative Fiscal Analyst-Lead", Recycling Specialist 2/" and "Shop and Maintenance Supervisor" and delete the title "Water Systems Analyst."
 
Under Salary Grade 008, delete the title "Tow Lot and Meter Manager" and add the titles "Tow Lot Manager" and "Water Meter Services Manager."
 
Under Salary Grade 009, add the title "Community Relations Officer."
 
Under Salary Grade 010, delete the title "Worker's Compensation and Safety Administrator" and add the title "Worker's Compensation and Safety Manager."
 
Under Salary Grade 011, add the titles "Vehicle and Equipment Repairs Manager", "Electrical Services Manager-Senior", and "Administrative Services Manager."
 
Under Salary Grade 012, add the title "Sewer Services Manager."
 
Under Salary Grade 013, delete the title "Sewer Services Manager" and add the titles "Forestry Services Manager" and "Sanitation Services Manager."
 
Under Salary Grade 014, delete the title "Employee Benefits Manager" and add the title "Employee Benefits Director."
 
Under Salary Grade 016, delete the titles "City Forester" and "Infrastructure Field Operations Manager", and add the titles "Environmental Services Superintendent" and "Infrastructure Operations Manager."
 
Part 2.  Section 3 of ordinance File Number 020486 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 249, add the title "Facility Mechanic 1/2/." Within footnotes 1/ and 2/, change the words "Plant Mechanic II" to "Plant Mechanic II or Facility Mechanic."
 
Under Pay Range 268, add the title "Machinery Technician."
 
Under Pay Range 270, add the title "Metal Fabricator."
 
Under Pay Range 282, delete the title "Instrument Technician II."
 
Create new pay ranges 281 and 287 as follows:

Part 3.  Section 5 of ordinance File Number 020486 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 445, delete the footnote designation "6/" after the title "Personnel Clerk" and delete footnote "6/" in its entirety.
 
Part 4.  Section 8 of ordinance File Number 020486 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 540, add the title "Tax Enforcement Specialist."
 
Part 5.  Section 20 of ordinance File Number 020486 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 857, add the title "Administrative Captain-EMS 1/ 2/."
 
Part 6. Part II Section 8 of ordinance File Number 020486 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under the paragraph "Administrative Review Appeals Board", delete "the rate of $90 per meeting for up to 12 meetings per year" and substitute thereof the following: "the rate of $180 per meeting for up to 12 meetings per year and payments shall be made every six months. Every six months the chair shall submit to the comptroller's office a list of members eligible for payment together with a record of the number of meetings each member has attended during that six month period. Compensation shall be made at six months and at the end of the calendar year or when administratively feasible."
 
Under the second paragraph delete "regular and alternate members of the administrative review appeals board."
 
Part 7.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 8. The Provisions of this ordinance are deemed to be in force and effect from and after Period 1, 2003 (December 22, 2002).
 
Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
