Title
Substitute resolution authorizing participation of City of Milwaukee employees in a tutoring program for Milwaukee Public School students.
Analysis
This resolution authorizes participation of City of Milwaukee employees in a tutoring program known as HOSTS (Helping One Student To Succeed).  HOSTS is a structured mentoring program and is a nationally recognized program that pairs a student underachieving in reading and math with a volunteer mentor.
Body
Whereas, The state's Department of Public Instruction reported that the graduation rate for Milwaukee Public Schools (MPS) improved from 55% in 2001 to 60% in 2002; and
 
Whereas, The City of Milwaukee believes in quality education and is committed to improving the graduation rates for MPS students; and
 
Whereas, The HOSTS (Helping One Student To Succeed) Program is a structured mentoring program and is a nationally recognized program that pairs a student underachieving in reading and math with a volunteer mentor; and
 
Whereas, Cass Street School and six other MPS schools use the HOSTS Program; and
 
Whereas, Anecdotal evidence reveals that underachieving MPS students in the HOSTS Program have increased their reading skills by one and a half grade levels in a six month period; and
 
Whereas, The HOSTS Program at MPS is in need of volunteer mentors; and
 
Whereas, The City of Milwaukee believes its employees are of the highest caliber and a small investment of their time in the HOSTS program would yield significant results in the lives of students, MPS and the city as a whole; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee demonstrates its commitment to quality education by urging City of Milwaukee employees to volunteer in the HOSTS Program at MPS.
