Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation for installation of traffic control signal improvements at twelve intersections Citywide in various Aldermanic Districts at a total estimated cost of $68,363.23 with an estimated grantor share of $54,690.58, and an estimated City share of $13,672.65, and to install these improvements upon execution of the agreement.
Body
Whereas, The Project Agreement for the installation of time of day actuated “No Turn on Red” signs under the 2009 Congestion Mitigation/Air Quality (CMAQ) Program was approved by the Common Council under File Number 931820; and
Whereas, The intersections of West Center Street and North 51st Street, North Downer Avenue and East Hartford Avenue, North Downer Avenue and East Kenwood Boulevard, East Hartford Avenue and North Maryland Avenue, East Kenwood Boulevard and North Maryland Avenue, West Lisbon Avenue and North 68th Street, West Morgan Avenue and South 20th Street, West Morgan Avenue and South 27th Street, West State Street and North 6th Street, West Washington Boulevard and North 55th Street, West Wells Street and North 35th Street, and West Wisconsin Avenue and North 13th Street have existing “No Turn on Red” signs which are in effect at all times, including times when the restriction is not needed, resulting in unnecessary congestion, wasting fuel and increasing emissions; and
Whereas, Engineering studies have been performed at the aforementioned intersections to operate the time of day actuated “No Turn on Red” signs only when conditions such as high pedestrian volumes, before and after school, or other factors, warrant the restriction; and
Whereas, The operation of these time of day actuated “No Turn on Red” signals will result in a reduction of congestion, emissions, and fuel consumption over the existing all day “No Turn on Red” restrictions at the aforementioned intersections; and
Whereas, The total estimated cost of the installation of traffic control signal improvements in conjunction with the project is $68,363.23; and
Whereas, Twenty percent of the participating costs, or $13,672.65, is not reimbursable and is included in the Division’s 2009 Capital Purpose Project/Grant Number ST320090000; and
Whereas, Eighty percent of the participating project cost, or $54,690.58, is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2009 Capital Grant and Aids Projects Fund Project/Grant Number SP032090100; and
Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute the contract with WISDOT for the installation of traffic control signal improvements at the twelve intersections Citywide under the 2009 CMAQ Program with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
