This resolution authorizes and directs the Commissioner of Public Works to encumber an additional $5,000,000 against Fund Number 42-764-1823 and $3,000,000 against Fund Number 42-764-2823 for other water treatment process improvements to the Linnwood and Howard Avenue Water Purification Plants, during the design and construction of the Ozonation Facilities.
 
 
BODY:
Whereas, The Common Council of the City of Milwaukee, through the adoption of Resolution File Number 951399 on March 5, 1996, authorized and directed the Commissioner of Public Works to proceed with the procurement of services for the design and construction of Ozone disinfection facilities consistent with recommendations made in a consultant report titled "Preliminary Design Report for Ozonation Facilities - Howard and Linnwood Water Purification Plants" dated October, 1995; and
 
Whereas, Consistent with Resolution File No. 951399, the Department of Public Works contracted with RUST Environment & Infrastructure, Inc. to investigate and report to the City the procurement methods for the design and construction of the Ozonation facilities, and to identify the procurement method which best meets the needs of the City of Milwaukee; and
 
Whereas, The consultant recommended to the City the Design/Build alternative where the City prequalifies both Design/Build teams and Ozone equipment manufacturers prior to the release of a Request For Proposal (RFP) for services; and
 
Whereas, The City, after review of prequalifi-cations and RFP's from design/build teams en-tered into an agreement with the Design/ Build Organization (DBO) of Black & Veatch/J.S. Al-berici (BVCI/JSA), a Joint Venture, on January 31, 1997 for final design and construction of Ozonation facilities at the Howard Avenue and Linnwood Water Purification Plants; and
 
Whereas, The proposal from BVCI/JSA Joint Venture was based on preliminary plans and specifications, and the Preliminary Design Report for Ozonation Facilities prepared by Camp Dresser & McKee (CDM Team) and did not include other water treatment process improvements; and
 
Whereas, These other water treatment process improvements include but are not limited to the installation of baffling for the clear-wells and reservoirs to improve the flow pattern and disinfection contact time (CT), provisions to improve control of chemical feed applications, and electrical power improvements to improve the operational reliability and efficiency at both plants; and
 
Whereas, These other water treatment process improvements were originally included in the scope of work of another project which is currently under design; and
 
Whereas, In order to create efficiencies and avoid additional disturbances and shutdowns to the water treatment plants, it is in the City's best interest to include this work under the ozonation facilities project; and
 
Whereas, The cost of these other water process improvements are not included in the Design/ Build Agreement Guaranteed Maximum Price (GMP) submitted by BVCI/JSA Joint Venture; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to encumber an additional $5,000,000 against Fund No. 42-764-1823 and $3,000,000 against Fund No. 42-764-2823 for other water treatment process improvements to the Linnwood and Howard Water Purification Plants, during the design and construction of the Ozonation Facilities.
