Title

A substitute ordinance to further amend the 2018 rates of pay of offices and positions in the City Service.

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Common Council - City Clerk, Health Department, Police Department, Department of Public Works

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1AX, add footnote designation “(3)” to the title of “Building Services Supervisor II”.

 

Under Pay Range 1FX, add footnote designation “(4)” to the title of “Parking Financial Manager" and "Street Repair District Manager”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2018 - December 31, 2017):

 

Under Pay Range 1AX, add the title of “Forensics Processor Supervisor”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2018 - November 4, 2018):

 

Under Pay Range 1DX, delete the title of “Health Project Coordinator - Milwaukee Comprehensive Home Visiting Program (4)” and add the title of “Health Project Coordinator - Empowering Families of Milwaukee (4)”.

 

Under Pay Range 1EX, delete the title of “MCHVP Program Manager (10)” and add the title of “Empowering Families of Milwaukee Program Manager (10)”.

 

Part 4.  Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2HX, add footnote designation “(6)” to the title of “Business Support Liaison” and add footnote “(6)” to read as follows:

 

“(6)                     The incumbents of positions in this class, if certified by the Commissioner of Public Works as being when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, to receive 4.8% additional biweekly salary as compensation for such overtime work.”

 

Part 5.  Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2018 - November 4, 2018):

 

Under Pay Range 2AN, delete footnote designation “(1)” from the title of “Graphic Designer I (1)(3)” and delete footnote “(1)” in its entirety.

 

Under Pay Range 2BN, delete footnote designation “(4)” from the title of “Graphic Designer II (3)(4)” and delete footnote “(4)” in its entirety.

 

Under Pay Range 2CN, delete footnote designation “(8)” from the title of “Accountant I (1)(5)(8)” and delete footnote “(8)” in its entirety.

 

Under Pay Range 2EN, amend footnote “(10)” to read as follows:

 

“(10)                     To be paid the following rates; $1,925.13 ($50,053.38) to $2,474.58 ($64,339.08).”

 

Under Pay Range 2EX, delete the title of “Health Project Coordinator - Empowering Families of Milwaukee”.

 

Under Pay Range 2GN, amend footnote “(1)” to read as follows:

 

“(1)                     Recruitment is at $2,086.58 ($54,251.08) and may be up to $2,426.79 ($63,096.54) with the approval of DER and the Chair of the Committee on Finance & Personnel.”

 

Part 6.  Part 1, Section 3 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2018 - November 4, 2018):

 

Under Pay Range 3BN, amend footnote “(1)” to read as follows:

 

“(1)                     Recruitment is at $1,305.77 ($33,950.02).”

 

Under Pay Range 3FN, delete footnote designation “(4)” from the title of “Helpdesk Specialist I (3)(4)” and delete footnote “(4)” in its entirety.

 

Under Pay Range 3IN, delete footnote designation “(2)” from the title of “Helpdesk Specialist II (1)(2)” and delete footnote “(2)” in its entirety.

 

Under Pay Range 3MN, amend the official rates of pay to read:

 

Hourly                     23.16                     29.34

Biweekly                     1,852.80                     2,347.05

Annual                     48,172.80                     61,023.30

 

Under Pay Range 3MN, delete footnote designation “(2)” from the titles of “Electronic Technician (1)(2)” and “Video Electronic Technician (2)”; delete footnote “(2)” in its entirety, and amend footnote “(1)” to read as follows:

 

“(1)                     Recruitment is at $2,036.59 ($52,951.34).  Employees with a minimum of three years of relevant job experience may be appointed at $2,134.35 ($55,493.10).  Employees with a minimum of four years of relevant job experience may be appointed up to $2,347.05 ($61,023.30).”

 

Part 7.  Part 1, Section 5 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2018 - December 31, 2017):

 

Under Pay Range 5DN, add the title of “Forensic Identification Processor (6)” and add footnote “(6)” to read as follows:

 

“(6)                     To be paid the following rates $1,521.77 - $1,713.29 ($39,566.02 - $44,545.54).”

 

Under Pay Range 5GN, delete the title of “License Specialist III (2)” and delete footnote “(2)” in its entirety.

 

Under Pay Range 5HN, add the title of “License Specialist III”.

 

Part 8.  Part 1, Section 5 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2018 - November 4, 2018):

 

Under Pay Range 5EN, delete footnote designation “(5)” from the title of “Police Services Specialist-Investigator (5)(6)”, delete footnote “(5)” in its entirety, delete footnote designation “(7)” from the titles of “Accounting Assistant III (7)” and “Office Coordinator (7)”, and delete footnote “(7)” in its entirety.

 

Under Pay Range 5FN, delete footnote designation “(3)” from the title of “Program Assistant II (1)(2)(3)” and delete footnote “(3)” in its entirety.

 

Part 9.  Part 1, Section 6 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2018 - November 4, 2018):

 

Under Pay Range 6AN, amend the official rates of pay to read:

Under Pay Range 6AN, delete footnote designations “(1)” and “(2)” from the title of “Police Services Specialist (1)(2)” and delete footnotes “(1)” and “(2)” in their entirety.

 

Under Pay Range 6CN, delete footnote designation “(1)” from the titles of “Office Assistant I (1)” and “Office Clerk I (1)”, and delete footnote “(1)” in its entirety.

Under Pay Range 6FN, delete footnote designation “(4)” from the title of “Mail Processor (4)”; delete footnote designation “(3)” from the titles of “Office Assistant III (3)(5)(9)” and “Office Clerk III (3)(5)(9)”; delete footnote designation “(7)” from the title of “Transcriptionist III (6)(7)”; delete footnotes “(3)”,“(4)”, “(7)” in their entirety; and amend footnote “(6)” to read as follows:

 

“(6)                     To be paid the following rates: $1,276.46 ($33,187.96) to $1,482.77 ($38,552.02).”

 

Under Pay Range 6GN, delete footnote designation “(1)” from the titles of “Accounting Assistant I (1)(2)(3)” and “Administrative Assistant I (1)(2)(3)”; delete footnote designation “(5)” form the title of “Inventory Control Assistant I (5)”; and delete footnotes “(1)” and “(5)” in their entirety.

 

Under Pay Range 6HN, add the title “Police District Administrative Assistant “(5)”; delete footnote designation “(2)” from the titles of “Accounting Assistant II (1)(2)(5)”, “Administrative Assistant II (2)(5)”, “Inventory Control Assistant III (2)(5)”, “Office Assistant IV (1)(2)(5)(6)”, and “Office Clerk IV (2)(5)(6); delete footnote designation “(4)” from the title of “Inventory Control Assistant II (4)”; delete footnote designation “(6)” from the titles of “Office Assistant IV (1)(2)(5)(6)” and “Office Clerk IV (2)(5)(6)”; delete footnotes “(2)”, “(4)”, and “(6)” in their entirety; and amend footnote “(7)” to read as follows:

 

“(7)                     One position held by Paula Look to be paid $1,668.88 biweekly.”

 

Part 10.  Part 1, Section 7 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2018 - November 4, 2018):

 

Under Pay Range 7EN, amend footnote “(7)” to read as follows:

 

“(7)                     To be paid the following rates: $1,585.56 ($41,224.56) to $1,836.70 ($47,754.20).  Recruitment is at $1,633.13 ($42,461.38) for candidates with at least three years of related experience and at $1,682.11 ($43,734.86) for candidates with at least four years of related experience.”

 

Under Pay Range 7FN, amend footnote “(2)” to read as follows:

 

“(2)                     Recruitment is at $1,576.16 ($40,980.16)”.

 

Part 11.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 12.  The provisions of Parts 2 and 7 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2018 (December 31, 2017).

 

Part 13.  The provisions of Parts 3, 5, 6, 8, 9, and 10 of this ordinance are deemed to be in force and effect from and after Pay Period 23, 2018 (November 4, 2018).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 14.  This ordinance will take effect and be in force from and after its passage and publication.
