Title
Resolution relating to acceptance and funding of a Prescription for Literacy Grant.
Analysis
This resolution authorizes the Milwaukee Public Library to accept and fund a Prescription for Literacy Grant project from Reach Out and Read, Inc. in the amount of $133,000. The purpose of the project is to improve early literacy outcomes for children and is a coordinated effort among medical clinics, families, early literacy and relational health nonprofits, community leaders, and a deeply trusted community resource, our library system.
Body
Whereas, The City of Milwaukee is eligible for grant funds from Reach Out and Read, Inc. to serve children and families primarily from under-resourced and historically marginalized communities; and
Whereas, The operation of this grant from 01/01/26 to 12/31/27 would cost $133,000 of which $133,000 (100%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Public Library shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2026 Special Revenue--Grant and Aid Projects Fund, the following amounts for the project titled A Prescription for Literacy:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level values; budget to these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project values; and, be it
Further Resolved, That these funds are budgeted for Milwaukee Public Library which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2026 grant budget funds for specific items of equipment;
3. Expend from the 2026 grant budget funds for training and out-of-town travel by departmental staff.
