This resolution creates a Zoning Code Task Force to revise Milwaukee's Zoning Code and related (zoning appeals) provisions. The task force will consist of 6 members - 3 appointed by the Common Council President and 3 by the Mayor - with the Common Council President and the Mayor serving as ex-officio advisors. A consultant will be hired using Department of City Development funds to prepare the zoning code revision. A progress report to the Common Council on the revision is scheduled on or before September 1, 1998, with the final report due to the Council on or before November 24, 1998. The task force will also prepare a report on revising zoning appeals procedures, which will be submitted to the Common Council on or before April 1, 1998. Staff assistance to the committee - both clerical and professional - will be provided by the Department of City Development.
BODY:
Whereas, Milwaukee's zoning code was initially enacted in 1920 and has been revised in a piecemeal fashion since, with the last significant revision occurring in 1984, when the code's 3-map system was revised to a single-map system; and
 
Whereas, Notwithstanding zoning code adjustments over the years, the zoning code is unnecessarily complicated and cumbersome due to piecemeal changes made to the original code which is now more than 70 years old; and
 
Whereas, The zoning code needs to be updated and made more consistent with community planning objectives and responsive to contemporary development trends, particularly because many development proposals need additional considerations to be permitted (special uses) or need legal relief (variances); and
 
Whereas, It is apparent that major revision is necessary and provision must be made for revision; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that a Zoning Code Task Force is created to oversee the revision of Milwaukee's Zoning Code and related (zoning appeals) provisions; and, be it
 
Further Resolved, That the task force shall consist of 6 members: 3 appointed by the Common Council President, one of whom shall be the chair of the Zoning, Neighborhoods and Development Committee, and 3 by the Mayor; with the Common Council President designating the task force chair, and the Common Council President and Mayor serving as ex-officio task force advisors; and, be it
 
Further Resolved, That the task force shall be responsible for submitting the following reports to the Common Council:
 
1.Revision of the Milwaukee Zoning Code - a progress report to be submitted to the Common Council on or before September 1, 1998; a final report containing recommended revisions on or before November 24, 1998.
 
2.Revision of zoning appeals procedures - report to be submitted to the Common Council on or before April 1, 1998.

Further Resolved, That in order to aid the task force in preparation of its report specifically relating to revision of the Zoning Code, the Department of City Development will fund the hiring of a consultant, from the department's Planning Studies and Economic Development Subaccount No. 31-612-0028 and its Special Engineering Subaccount No. 31-612-0001, said consultant to be selected by the Zoning Code Task Force; and, be it
 
Further Resolved, That the Department of City Development shall provide both clerical and professional staff support services to the task force, with other city departments assisting the task force upon request of the task force.
