Analysis
This resolution directs the Department of Public Works to develop a reserve force of road crew workers from the ranks of retired City employees to add workforce capacity for pothole patching.
Body
Whereas, Milwaukee roads are riddled with potholes, which pose a threat to pedestrians, drivers and drivers’ vehicles; and
Whereas, Potholes are particularly prevalent on roads following snow and ice events, when freeze-thaw cycles create potholes, and cold weather prevents the use of durable patching materials; and
Whereas, The Department of Public Works routinely deploys survey and road crews to identify and patch potholes, as well as to respond to reports of potholes by residents; and
Whereas, Road crews are also responsible for other aspects of street repair and maintenance, limiting the capacity for pothole repair; and
Whereas, A reserve force of road crew workers for patching potholes could allow for more potholes to be patched following snow and ice events and during other high-volume periods, and also provide additional capacity for work by super crews during summer months to install more durable pothole patches; and
Whereas, The most knowledgeable and experienced candidates for such a reserve force are former City employees who have actually participated in pothole patching operations; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to develop a reserve force of supervisors and road crew workers to add workforce capacity to pothole patching operations; and, be it
Further Resolved, That this reserve force shall be drawn from the ranks of retired City employees.
