Resolution approving a Fiber Infrastructure Partnership Agreement between the City and AT&T.

Analysis

This resolution approves a Fiber Infrastructure Partnership Agreement between the City and AT&T.  Under the Agreement, AT&T shall utilize City owned conduit for the purpose of providing certain uninterrupted fiber optic cable service during the reconfiguration and reconstruction of the I-94/894 Mitchell Interchange.  AT&T shall install and maintain a higher count fiber cable within a specified length of this conduit, enabling usage by both AT&T and the City.  Ownership and maintenance of the fiber shall reside solely with the City upon expiration of the 2-year Agreement. 

Body

Whereas, AT&T maintains certain fiber optic cables, a segment of which will be temporarily unusable during the I-94/894 Mitchell Interchange reconfiguration project; and

 

Whereas, These fiber optic cables service multiple state and regional entities including the University of Wisconsin, Wisconsin’s Research and Education Network (“WiscNET”) and the Wisconsin Department of Transportation (“WisDOT”); and

 

Whereas, The City utilizes WiscNET for broadband Internet access and WisDOT information for the purpose of augmenting public safety and snow plowing operations; and

 

Whereas, The City owns underground conduit which would enable AT&T to re-route their fiber optic cables, thereby continuing service for the aforementioned entities during the reconstruction of the Mitchell Interchange; and

 

Whereas, It is therefore in the best interests of the City to allow AT&T, through a Fiber Infrastructure Partnership Agreement, to remove existing City cable within a specified length of this conduit and replace with a higher count cable, thereby enabling fiber optic cable usage by both the City and AT&T; and

 

Whereas, After completion of the Mitchell Interchange reconfiguration project, all shared fiber optic cable shall revert to the City, enhancing the capacity of the City’s optical network; and

 

Whereas, This Agreement shall be effective for 2 years, beginning on the date signed by both parties; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Fiber Infrastructure Agreement between the City and AT&T is approved; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to execute the Agreement with AT&T, a copy of which is attached to this file.
