Title
Substitute resolution relative to the acceptance and funding of the Healthcare-Associated Infection Awareness (HAI) Grant from the National Association of County and City Health Officials (NACCHO).
Analysis
This resolution authorizes the Health Department to accept and fund the Healthcare-Associated Infection Awareness (HAI) Grant from the National Association of County and City Health Officials (NACCHO) in the amount of $10,000. The purpose of the Healthcare-Associated Infection Awareness (HAI) Grant is to increase awareness of HAI's in long-term care facilities, hospitals, emergency response services, laboratories, and local health departments and develop capacity to detect and control HAI's in healthcare facilities.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of National Association of County and City Health Officials (NACCHO) to increase awareness of Healthcare-Associated Infections (HAI); and
Whereas, The operation of this grant program from 12/01/13 to 06/30/14 would cost $10,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the National Association of County and City Health Officials (NACCHO) is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2014 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Healthcare-Associated Infection Awareness (HAI) Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2014 grant budget funds for training and out-of-town travel by departmental staff; and,
3. Enter into subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2014 Positions Ordinance C.C. File Number 130420, should be amended as follows:
