Resolution relative to application, acceptance and funding of a Gang Reduction Project Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Gang Reduction Project Grant from the US Department of Justice, through the state of Wisconsin, Office of Justice Assistance in the amount of $33,449, with a city share of $0 and a grantor share of $33,449. The purpose of the project is to provide overtime expenses to reduce gang violence in the Metcalfe, Armani, and Midtown neighborhoods by deterring youth from engaging in gang activity and enhancing the Department’s gang investigation and intelligence capabilities.

Whereas, under CFDA #16.544, The City of Milwaukee appears to be eligible for grant funds from the US Department of Justice, through the State of Wisconsin, Office of Justice Assistance for a Gang Reduction Project Grant; and
Whereas, The operation of this grant from 10/01/06 to 9/30/07 would cost $33,449, of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept the grant without further approval unless its terms change as indicated in Common Council File 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2006 Special Revenue-Grant
and Aid Projects Fund, the following amounts for the project titled: Gang Reduction Project Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the project budget and incur costs consistent with the award date.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
