Title
Substitute resolution authorizing the Milwaukee Health Department to negotiate and enter into no-cost affiliate agreements and act as an educational site for various post-secondary educational institutions.
Analysis
This resolution authorizes the Commissioner of Health and City Attorney to negotiate and enter into no-cost affiliate agreements that provide various educational opportunities for post-secondary students studying public health and related fields. These experiences may include students working under MHD supervision for Health Department programs.
Body
Whereas, The City of Milwaukee Health Department has long benefited from strong relationships with post-secondary educational institutions to introduce students to public health work and develop a future public health workforce; and,
Whereas, The provision of work experience can be an important part of training and education curricula for nurses, community health workers, and others interested in employment in health care, public health, or the public sector; and,
Whereas, The Milwaukee region has at least 8 accredited post-secondary nursing programs in both university and technical school settings and the Zilber School of Public Health in Milwaukee is the state’s only public health degree program; and,
Whereas, Work done by post-secondary students for the Milwaukee Health Department requires a certain level of training, preparation, and knowledge, including protection of patient and client health information; now, therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Health may negotiate and enter into no-cost affiliate agreements, as reviewed and approved by the Office of the City Attorney, with various schools to provide on-site educational experiences and support building public health into post-secondary training curricula; and, be it
Further Resolved, That these agreements may include a Business Associate Agreement or other explicit terms and conditions governing the confidentiality, integrity, and protection of health information under State or Federal law; and, be it
Further Resolved, That the maximum term of affiliate agreements shall be five years.
Further Resolved, That such authority of the City of Milwaukee Health Department shall continue until June 30, 2030, unless otherwise rescinded or amended by future Common Council action.
