Minutes note: Warren Jones, Travaux, Inc.’s Vice President of Construction, noted that JMarincic has done similar work for Travaux in the past satisfactorily and is capable of performing the work outlined in bidding documents. Mr. Jones mentioned that JMarincic is not certified as an Emerging Business Enterprise in the State of Wisconsin and has not identified a need to subcontract at this time. Directors discussed the large difference between the bid amount versus the estimate. Kevin Theissen, Travaux Inc.’s, Senior Project Manager, explained the variance in the estimate done in January 2022 was in anticipation of rising costs in materials. WHEREAS, Travaux Inc. solicited sealed bids by Official Notice Number 58084 during the period January 28, 2022 through February 16, 2022 for Concrete Slab-On-Grade and Stoops for Phase 4A Townhomes (Westlawn Renaissance VII) at Westlawn Gardens Phase 2; and

 

WHEREAS, two sealed bids were received by the deadline of 2:00 PM (CST) on February 16, 2022; and

 

WHEREAS, the sealed bids were received and publicly opened on February 16, 2022, during which the bidding procedure was conducted in compliance with the requirements of local, state, and federal regulations; and

 

WHEREAS, JMarincic LLC, a qualified and competent bidder, submitted the lowest responsive and responsible bid in the amount of $531,000.00; therefore, be it,

 

RESOLVED, by the Board of Directors of Travaux Inc. that it hereby authorizes and approves accepting the bid of and entering into a contract with JMarincic LLC for Concrete Slab-On-Grade and Stoops for Phase 4A Townhomes (Westlawn Renaissance VII) at Westlawn Gardens Phase 2; and, be it

 

FURTHER RESOLVED, that funds for these services will come from Westlawn Renaissance VII Mixed Financing; and, be it

 

FURTHER RESOLVED, that the proper officers of Travaux Inc. be and hereby are authorized and directed to properly execute said contract for and on behalf of Travaux Inc.; and, be it

 

FURTHER RESOLVED, that if any extensions of the time of performance are needed, the officers of Travaux Inc. may approve such request without any further action of the Board of Directors of Travaux Inc.; and, be it

 

FURTHER RESOLVED, that all of above is contingent upon receiving the approval of the U.S. Department of Housing and Urban Development, if it is determined that such approval is required; and, be it

 

FURTHER RESOLVED, that all acts previously performed relative to this matter by the Board of Directors of Travaux Inc. and the officers of Travaux Inc. be and hereby are approved, ratified, and confirmed in all respects.
