Title

Substitute resolution authorizing the Commissioner of Health to execute an agreement with the Wisconsin Department of Natural Resources for placement of an air quality monitoring station on Health Department property.

 

Analysis

This resolution authorizes the Commissioner of Health to execute an agreement for placement of an air quality monitoring station owned by the WI Dept. of Natural Resources on the grounds of the South Side Health Center, 1639 S 23rd St. All costs for placement and maintenance of the station are borne by DNR, and approval and placement is subject to City approval. Air quality monitoring for Milwaukee County is done at 4 stations, and the station on the south side will be moved to South Side Health Center.

 

Body

Whereas, the Clean Air Act of 1970 requires states to meet air quality and safety goals; and,

 

Whereas, the State of Wisconsin Department of Natural Resources is the agency tasked with creating plans and meeting Clean Air Act requirements for Wisconsin, including managing a network of 37 air quality monitoring stations across the state; and,

 

Whereas, one station in the network currently located on the south side of the city of Milwaukee requires relocation due to changes at the existing site; and,

 

Whereas, air quality is a critical factor in public health, and the Milwaukee Health Department and Department of Natural Resources have identified the South Side Health Center, 1639 S 23rd St, as an acceptable location for the monitoring station; and,

 

Whereas, the City of Milwaukee will bear no costs for hosting, maintaining, or servicing the monitoring station; now, therefore be it

 

Resolved, by the Common Council of the City of Milwaukee, that the Commissioner of Health is authorized to execute an agreement to host an air quality monitoring station in a form substantially similar to that in Exhibit A.
