Title
Resolution urging the Wisconsin State Senate to expedite passage of legislation providing tax relief to air carriers operating a hub facility in the State of Wisconsin.
 
Analysis
This resolution urges the State Senate to enact pending legislation that would grant tax relief to air carriers operating a hub facility in the State of Wisconsin.  For the purposes of the legislation, a hub facility is defined as either:
 
1.      A facility at an airport from which an air carrier company operated at least 45 common carrier departing flights each weekday in the previous year and from which it transported passengers to at least 15 non-stop destinations.
 
2.  An airport or any combination of airports in this state from which an air carrier company cumulatively operated at least 20 common carrier departing flights each weekday in the previous year, if the air carrier company's headquarters are in the State of Wisconsin.
 
Body
Whereas, The Wisconsin State Senate is currently deliberating legislation intended to offer tax relief to air carriers operating a hub facility in the State of Wisconsin; and
 
Whereas, Airlines with close ties to the state provide multiple benefits to all Wisconsin residents - family-supporting jobs, a higher national profile, an increase in the quality of life and enhanced attractiveness to businesses considering relocation; and
 
Whereas, Two airlines with strong local ties, Air Wisconsin and Midwest Express Airlines, have plans to expand their operations, both in terms of flights offered and the size of their fleet of planes; and
 
Whereas, Like the airline business itself, competition among various states to host hub facilities is acute, and the tax policies of some of the states with which Wisconsin is competing leave Wisconsin at a competitive disadvantage; and
 
Whereas, The long-term health of both the airlines of this type and the General Mitchell International Airport is a matter of vital concern to all the citizens of the City of Milwaukee; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council urges the State Senate to enact legislation providing tax relief to air carriers operating a hub facility in the State of Wisconsin as soon as possible, and, be it
 
Further Resolved, That certified copies of this resolution be forwarded to all the members of the City's delegation in both the Wisconsin State Assembly and Senate.
