Minutes note: Individuals present: Barbara Velez on behalf of Reuben K. Harpole Tribute Committee James Hagen, Dept. of Public Works Mr. Hagan said that two signs will be needed for this request and the cost for the City to fabricate each sign is $100.00. She said if the requestor wants the City to fabricate the signs, the requestor will need to submit a check in the amount of $200 to the Department of Public Works prior to the file being heard by the Public Works Committee. A motion was made by Mr. Benson and seconded by Ms. Fix that this file be recommended for approval. There were no objections.

Title

Substitute resolution assigning the honorary street name, "Reuben K. Harpole, Jr.", to West North Avenue, from North 1st Street to North 2nd Street in the 6th Aldermanic District.

 

Analysis

This resolution assigns the honorary street name, "Reuben K. Harpole, Jr.", to West North Avenue, from North 1st Street to North 2nd Street in the 6th Aldermanic District.

 

Body

Whereas, Reuben K. Harpole, Jr. has been a tireless advocate for the needy and low-income throughout Milwaukee, but especially for the young in Milwaukee’s African-American community for more than 40 years; and

 

Whereas, Mr. Harpole combined his avocation with his vocation and worked for 31 years at the University of Wisconsin-Milwaukee to enable disadvantaged young people to attend college and inspire these young people to expand their financial, cultural and social horizons through higher education, finally retiring in 1997 as Senior Outreach Specialist at UWM’s Center for Urban Community Development; and

 

Whereas, While at the University of Wisconsin-Milwaukee, Mr. Harpole was the inspiration and impetus for the Volunteer Reading Tutoring Program developed by the UWM Reading Clinic designed to train community volunteers to help young students improve their reading skills; and

 

Whereas, Mr. Harpole put the skills he gained through his career at UWM to work and continued his commitment to improving the quality of life for Milwaukee’s youth by accepting a position as Programming Director at the philanthropic Helen Bader Foundation, and now serves as Special Advisor to Foundation President Daniel Bader; and

 

Whereas, Mr. Harpole created the Helen Bader Foundation’s Sankofa-Youth Development program area which is dedicated to awarding grants to smaller, grassroots-oriented organizations, managed this program area for 10 years and oversaw more than $5.6 million in grants from the Foundation awarded to support programs that educate and inspire young people; and

 

Whereas, Mr. Harpole established the Helen Bader Foundation-funded Homework First in Milwaukee, an educational enrichment program offered through more than 40 public elementary schools instilling good study habits and motivating 6,000-7,000 low-income students each year to complete their homework and to learn the value of acting responsibly; and

 

Whereas, Mr. Harpole has received numerous community awards and honors including, but not limited to:

                     Honorary Doctorate of Humane Letters - 2005 - from the University of Wisconsin-Milwaukee.

                     Thurgood Marshall Scholarship Fund’s Community Service Award - 2005 - co-honoree - Mr. Harpole’s wife of 50 years, Mildred.

                     YMCA of Metropolitan Milwaukee’s Lincoln Gaines Award - 2004

                     Dr. Martin Luther King Award - 2006 - from the St. Mark African Methodist Episcopal Church.

                     5th Annual United Award - from the Milwaukee Urban League.

                     Kilpatrick Award - from the Greater Milwaukee Foundation.

                     Witness to History Award - from the Milwaukee County Historical Society.

 

; and

 

Whereas, Mr. Harpole continues to serve in a leadership capacity in various Milwaukee community improvement groups, including the Community Brainstorming breakfast forum, Metropolitan Milwaukee Association of Black School Educators, and the United Negro College Fund, and has played key roles in creating or developing many community programs and organizations including, but not limited to:

                     UWM Center for Urban Development.

                     Black Holocaust Museum.

                     Harambee Community Development Corporation.

                     Milwaukee 100 Black Men Group.

                     Milwaukee Community Sailing Center - where each year 2,000 low-income youth, many who have never seen Lake Michigan despite living only a few miles from the shore, are given the opportunity to learn the fundamentals of sailing.

                     College Prep Program - Marquette University High School.

 

; and

 

Whereas, Section 113-3 of the Milwaukee Code of Ordinances provides a procedure for assigning honorary street names, and s. 113-3-6 specifies criteria for the using the names of individuals when assigning honorary street names; and

 

Whereas, The Common Council finds the honorary naming of West North Avenue, from North 1st Street to North 2nd Street as "Reuben K. Harpole, Jr.," meets the code criteria; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the honorary name of "Reuben K. Harpole, Jr.", be assigned to West North Avenue, from North 1st Street to North 2nd Street; and, be it

 

Further Resolved, That signage for this honorary street naming comply with design specifications set by the Department of Public Works; and, be it

 

Further Resolved, That the petitioner has requested suitable honorary street naming signage be fabricated and installed by the Department of Public Works at a cost to be paid in full by petitioner; and, be it

 

Further Resolved, That the Department of Public Works shall fabricate and install signage for this honorary street naming within 90 days of adoption of this resolution in compliance with s. 113-3; and, be it

 

Further Resolved, That petitioner shall notify the Department of Public Works if and when signage for this honorary street naming needs to be replaced and petitioner will fully reimburse the City for any such replacement.
